Who can bid
- HUBZone or service-disabled veteran-owned small business (SDVOSB); the documents say the set-aside is limited to these categories only
- Small business under NAICS 236220 (size standard $45,000,000 in annual receipts)
- Offer guarantee and performance and payment bonds based on the Seed Project price (CLINs 0001, 0002 and 0003 for Repair Dormitory B464); CLIN means one priced line of the order
How to submit: Electronically through DoD SAFE (the Defense Department's secure file drop-off site); no other delivery is accepted. Email the contract specialist for access first.. What to include is under Full summary below. Check the solicitation's instructions on SAM.gov.
Things to watch (15)
From the version posted Oct 22, 2026.
- Serious: Set-aside: HUBZone or SDVOSB businesses only. Firms that are not HUBZone or service-disabled veteran-owned small businesses cannot bid.
- Serious: Offer guarantee and performance and payment bonds. The documents tie an offer guarantee and bonds to the Seed Project price (estimated at more than $10,000,000); the form shows 10 calendar days after award for bonds. The form's yes/no boxes couldn't be read, so check the form on SAM.gov.
- Worth checking: SAM.gov set-aside field differs from the documents. SAM.gov says the set-aside is not stated, while the documents say HUBZone or SDVOSB; the cover form says HUBZone AND SDVOSB and Section C says HUBZone or SDVOSB. Ask the contracting officer to confirm.
Show all 15Show fewer
- Worth checking: Funds not presently available. No award will be made until funds are available, and the Government can cancel before or after the closing date without paying proposal costs.
- Worth checking: Past performance must be in the Southeast Region. Only projects in SBA Region IV states count; a bidder whose experience is elsewhere is rated Not Relevant on past performance.
- Worth checking: Must respond to 75% of task order requests. Awardees who skip too many task order proposal requests (TOPRs) can be removed from the contract, so winning means committing staff to ongoing proposal writing.
- Worth checking: Task order site visits expected to be required. Site visits for task orders are required unless a task order says otherwise, and skipping one can make that proposal non-responsive.
- Worth checking: Task order proposals are unpaid. Proposal costs are the contractor's, and proposals may be requested before funding exists, with no pay if the task order is never funded.
- Worth checking: Minimum guarantee is only a $3,000 orientation task order. Each awardee is guaranteed just a $3,000 Post-Award Orientation task order; any other work depends on winning task orders.
- Worth checking: Teaming and limits on subcontracting. Joint ventures must follow SBA rules, and the limitations on subcontracting clause (which caps how much of the work a set-aside winner may pay other firms to do) applies.
- Minor: DoD SAFE access must be requested first. Proposals go only through DoD SAFE, and each access grant lasts fourteen days, so request access in time to upload.
- Minor: Response due date moved by amendments. Amendment 0004 moves the response due date from October 28, 2026 to November 2, 2026, 12:00 PM ET; earlier documents show other dates, so use the latest.
- Minor: The site visit was Aug 6, 2026. Check the notice and its amendments for whether attendance was required, and whether another visit is offered.
- Minor: Recent past performance wording differs. Section M counts a project as recent if one day of performance fell within five years of the solicitation's release; Amendment 0001 says projects must be completed within the past five years. Ask which governs.
- Minor: Progressive Design Build task orders may be competed elsewhere. Statement of Work Rev 01 adds Progressive Design Build, where the Government can decline the construction phase if a fair price is not agreed and compete it across the MACC pool.

- Send a priced proposal for a Seed Project (Repair Dormitory B464, estimated at more than $10,000,000) plus past performance information
- After award, answer task order proposal requests (TOPRs); the documents require responsive proposals on 75% of them over 12 months or risk removal from the contract
- Work at Joint Base Charleston sites in South Carolina; outlying areas (North Auxiliary Airfield SC, Seymour Johnson AFB NC, Shaw AFB SC) may get no more than 10% of task orders
- Attend the Post-Award Orientation (a $3,000 task order for each awardee)
- Contract type
- Firm-fixed-price (FFP: one set price, whatever the work costs) multiple award construction contract (MACC) with task orders; awarded under trade-off procedures

- How they'll choose
- Trade-off procedures (the Government weighs price against non-price factors), per the solicitation form. How much each factor counts is in Section M, which was only partly read.
- Offers due
- November 2, 2026, 12:00 PM ET
- How to submit
- Electronically through DoD SAFE (the Defense Department's secure file drop-off site); no other delivery is accepted. Email the contract specialist for access first.

What they'll judge offers on
- Factor 1 - Seed Project Price Proposal (Repair Dormitory B464)
- Factor 2 - Past Performance Information: recent and relevant work, rated by confidence level; projects outside the Southeast Region are rated Not Relevant
What to include when you submit
- Email lauren.parker.4@us.af.mil with a valid email address to be added to DoD SAFE, and cc robert.melton.6@us.af.mil, the Contracting Officer; access lasts fourteen (14) days
- Send a complete, original, signed proposal; send any changes through DoD SAFE too, and do not use zip files for changes
- Ask for and keep the confirmation email showing the date and time your proposal was received; tell both contacts if none arrives
- Proposal has two parts: Part I Factor 1 Seed Project Price Proposal and Part II Factor 2 Past Performance Information
- Price the Seed Project (Repair Dormitory B464) using the line items in Attachment YU Seed Project Section B
- For each past performance contract, give prime contractor, CAGE code, Unique Entity ID, your role, project title, customer, contract number, contract type, work type, dates, price, and project manager and contracting officer contacts
- All past performance projects should be in the Southeast Region (SBA Region IV: Alabama, Florida, Georgia, Kentucky, Mississippi, North Carolina, South Carolina, Tennessee); projects elsewhere are rated Not Relevant

- Acknowledge each amendment before the response due date; send any further questions on Attachment XT (the Question and Answer Form) by the question deadline in key_dates
After award, you must have
- Attend the Post-Award Orientation From Statement of Work - JBLG Rev01.pdf:
All awardees will be required to attend the Post-Award Orientation.
Not in the notice text
- Much of the full solicitation (middle of Sections C through M, including price proposal instructions and how much each factor counts) and many attachments are attached but not read, such as the Seed Project specifications, drawings, price schedule and task order request.
- The Section C sentence on whether bidders must hold HUBZone or SDVOSB certification is cut off in the text read; check the solicitation on SAM.gov.
- Which wage rule applies: four wage determinations (Wayne County NC, Sumter, Berkeley and Charleston Counties SC) are attached but not read, so Davis-Bacon coverage isn't confirmed here.
- How many awards are planned, and how much price counts against past performance, are not in the text read.
- Whether an offer guarantee is required and its amount: the form's boxes couldn't be read; Attachment YU Seed Project Section B (price schedule) is attached but not read.
- Answers to bidder questions (Attachment XT, completed Question and Answer Form) are attached but not read.
- The SAM.gov place of performance shows only '0, SC, USA'; the documents list the Joint Base Charleston sites above.
Eligibility and how to respond
- No set-aside: any business, large or small, can bid unless the notice says otherwise.
- How to submit, from the AI summary: Electronically through DoD SAFE (the Defense Department's secure file drop-off site); no other delivery is accepted. Email the contract specialist for access first. Check it in the notice before you send anything.
- Construction contracts over $2,000 pay at least the local Davis-Bacon wage rates, from the wage determination in the solicitation. Price your labor from it: How to price a government contract, and how Davis-Bacon differs from the Service Contract Act.
