Things to watch (10)
From the version posted Oct 22, 2026.
- Serious: Total small business set-aside. Only small businesses under the $19.0 million size standard for roofing contractors (NAICS 238160) can bid.
- Serious: Bid guarantee and bonds if the price is over $150,000. The bid guarantee must come with the quote, and 100 percent performance and payment bonds follow within 21 days of award; the $100,000 to $250,000 estimate straddles the threshold.
- Worth checking: Asbestos and hazardous material test results pending. Costs for disposal or abatement are unknown; the Government plans an amendment with results and says it will extend solicitation deadlines as needed, so the response due date could change.

- Worth checking: Repair or replacement decided after award assessment. You price repair, replacement or both, and the Government decides after assessment; the contract price then follows the schedule you priced for that outcome.
- Worth checking: Limited information on the existing roof. The roof is about 36 years old with multiple patches, and you must verify conditions and base your price on stated assumptions, including how much decking to replace.
- Worth checking: Davis-Bacon wage determination applies. Wage determination CO20260001 sets minimum wages for construction workers (Davis-Bacon Act), so your price must cover them; its rates were attached but not read here.
- Worth checking: 10-year manufacturer warranty with broad coverage. The warranty must cover leaks, seam failures, wind uplift, ponding and damage to existing equipment, and the contractor must be a manufacturer-certified installer.
- Minor: Work period changed by Amendment 0003. Bid on February 1, 2027 to June 30, 2027, not December 1, 2026 to April 1, 2027; cold-weather installation limits were a concern raised by bidders.
- Minor: The site visit was Oct 14, 2026. Check the notice and its amendments for whether attendance was required, and whether another visit is offered.
- Minor: All-or-none quote. A quote that prices only part of the work will not be considered.

- For a full replacement: remove the old roof down to the deck, install code-compliant insulation (tapered is allowed), a new flat roof system and new flashing at edges and penetrations
