AI summary Beta
The Bureau of Reclamation (Alamosa Field Division) wants a small business roofer to repair or fully replace the flat roof on the San Luis Lakes Pumping Plant near Mosca, Colorado. It will be a single firm-fixed-price purchase order set aside for total small business, with work planned for 12/01/2026 to 04/01/2027.
Watch out for
- Scope not fixed (repair or replace). The Government will decide between repair and full replacement after assessment, so you must price both options and risk hidden deck or structural damage.
The contractor shall perform either repair or full replacement depending on direction provided after assessment.
- Bonding or letter of credit required. A payment bond or irrevocable letter of credit for the full contract price is due within 21 days of award, which can be hard for a small roofer to arrange.
The submission of the payment protection is required within 21 days of contract award.
- Site visit before quotes. A site visit is strongly recommended and is on October 14, 2026; failing to inspect the site is not grounds for a later claim.
A site visit is scheduled for October 14, 2026, from 12:00 p.m. to 3:00 p.m.
- All-or-none pricing. Partial quotes are rejected, so the price must cover every part of the work.
Partial quotes will not be considered.
- Remote winter work and security rules. Work at a Government pumping plant in the San Luis Valley between December and April means cold-weather limits, escorts in sensitive areas, badging and site inspections.
- Government submittal review time. The Government needs at least 21 calendar days to review each submittal, which can slow a short winter schedule unless the contracting officer extends the date.
The Government will require a minimum of 21 calendar days to review and/or approve each submittal or resubmittal, unless otherwise specified.
