Government Contracts for Service-Disabled Veteran-Owned Small Businesses

Agencies across the government can set aside contracts for service-disabled veteran-owned small businesses (SDVOSBs), and can award sole-source contracts to them up to $5 million, or $8.5 million for manufacturing. At the Department of Veterans Affairs, the rules go further: under Vets First, the VA must restrict competition to veteran-owned businesses when it expects at least two to offer a fair price.

The government's goal is to award at least 5% of its contract dollars to SDVOSBs. In fiscal year 2025 it reached 5.01%.

Who qualifies

  • At least 51% owned and controlled by one or more veterans with a service-connected disability rated by the VA, who live in the United States.
  • Small under the size standard for the contract's NAICS code.
  • Veteran-owned businesses without a service-connected disability can be certified as VOSBs, but VOSB set-asides are VA-only.

How to get certified

SBA took over veteran certification (VetCert) from the VA on January 1, 2023. Since January 1, 2024, you need SBA certification to win SDVOSB set-asides and sole-source awards. Certification is free at certifications.sba.gov, and you recertify every three years.

Frequently asked questions

Do I need SBA certification to bid on an SDVOSB set-aside?

Yes. Since January 1, 2024, SDVOSB set-asides and sole-source awards require SBA VetCert certification. Self-certification in SAM.gov no longer counts for them.

Which agencies post the most SDVOSB set-asides?

The VA and the Department of Defense post the large majority. In September 2026, almost all open SDVOSB notices in FedReady's search came from one of the two.

Can a VOSB bid on an SDVOSB set-aside?

No. SDVOSB set-asides require service-disabled veteran ownership. VOSBs can compete for VOSB set-asides at the VA and for regular small business set-asides if they're small.
