Open HUBZone Set-Aside Contracts

SBA's HUBZone program helps small businesses in historically underutilized business zones. Certified HUBZone firms can compete for HUBZone set-asides and sole-source awards, and get a 10% price evaluation preference when they compete against large businesses in full and open competitions.

The government's goal is to award 3% of its contract dollars to HUBZone firms. In fiscal year 2025 it reached 2.66%, well short of the goal.

Who qualifies

  • Your principal office (where the most employees work) is in a HUBZone.
  • At least 35% of your employees live in a HUBZone.
  • Small, and at least 51% owned and controlled by U.S. citizens (or certain entities).

How to get certified

Check addresses on SBA's HUBZone map, then apply for free at certifications.sba.gov. You recertify every three years.

Do my employees have to live in the same HUBZone as my office?

No. At least 35% of your employees must live in any HUBZone. It doesn't have to be the one your principal office is in.

What is the HUBZone price preference?

In full and open competitions, an agency adds 10% to the price of an offer from a large business when comparing it with a HUBZone firm's offer, which can make the HUBZone firm the low offer.
