Who can bid
- Small business: this solicitation is a total small business set-aside under NAICS 314994
- Active registration in the System for Award Management (SAM), with current representations and certifications
- To get the restricted drawings, a SAM.gov account and a certified DD Form 2345 from the U.S./Canada Joint Certification Program; the company's data custodian must request access and sign a non-disclosure agreement
How to submit: Email to Contracting Officer Michelle Lund (michelle.m.lund3.civ@army.mil) and Contract Specialist Heather Johns (heather.b.johns.civ@army.mil), 10MB per email; DoD SAFE is allowed if you first request a drop-off link from them. Mailed or hand-carried proposals will not be evaluated.. What to include is under Full summary below. Check the solicitation's instructions on SAM.gov.
Things to watch (9)
- Serious: Restricted drawing needs DD Form 2345. Drawing 12577572 Rev. K is export controlled; a firm without a certified DD Form 2345 and a data custodian cannot see it, and the manufacturing and quality plans must follow it.
- Worth checking: Guaranteed minimum differs: 13,500 vs 8,000. The notice and narrative give a guaranteed minimum of 13,500 ea, but the schedule list gives CLIN 0001 a guaranteed minimum of 8,000. Ask the contracting officer which governs.
- Worth checking: FOB origin vs destination. The pricing paragraph says prices are FOB origin, but the delivery paragraph says the FOB point is destination at Pine Bluff Arsenal, which changes who pays freight.
Show all 9Show fewer
- Worth checking: First article test due 60 days after contract. A first article test lot of 15 each is due 60 days after the contract date, before production is approved.
- Worth checking: Price Matrix is locked and must be complete. Changing the locked Excel matrix, or leaving out a quantity range or period, can make an offer unacceptable.
- Worth checking: No orders promised beyond the minimum. After the first delivery order for the guaranteed minimum, the Government does not have to place more orders.
- Minor: Email submission only, 10MB per email. Mailed or hand-carried proposals are not evaluated; large files need a DoD SAFE drop-off link requested in advance.
- Minor: Question deadline of November 12, 2026 has no clear time. Written questions on the solicitation and drawings are due on that date; the time is written only as pm CST.
- Minor: Technical volume limited to 40 pages. Pages over the limit are removed and not evaluated.
