Who can bid
- Small business status: the buy is a total small business set-aside under NAICS 212321, so only small businesses can bid
How to submit: due End of November 7, 2026 (12:00 AM November 8, 2026 Central). What to include is under Full summary below. Check the solicitation's instructions on SAM.gov.
Things to watch (10)
- Serious: Total small business set-aside. Only small businesses can bid under NAICS 212321; the notice doesn't state the size standard.
- Serious: Key solicitation files attached but not read. The combined synopsis/solicitation PDF and the pricing worksheet likely hold quantities, the price format, evaluation and quote instructions; read them before deciding to bid.
- Worth checking: Deliveries start within five business days of an order. You need trucks and certified material ready to start within days of each order; the documents also say orders come 3-5 days before delivery and sites need 24-hour advance notice.
Show all 10Show fewer
- Worth checking: High-clearance trucks for the tank ranges. Trucks going to the two tank gunnery ranges need high-clearance axles, and the Government won't tow stuck vehicles.
- Worth checking: You verify routes and pay for bridge or road damage. The contractor must check load limits of bridges, culverts and surfaces on the route, and repair damage from ignoring posted limits at its own expense.
- Worth checking: Rejected loads are replaced at your cost. The site manager may reject loads with excess fines, clay or organic debris, so material must meet the gradation and moisture limits on every load.
- Worth checking: Material list is unclear. The tables list AB-3, SA-1, SS-5 and FA-3, but the text refers to sand codes FA-1 through FA-4 and gives a gradation table only for FA-1; ask which materials to price.
- Minor: Gate details differ between sections. Commercial trucks use 12th Street plus Estes Gate in one section and 12th Street plus Parker Gate in another, with different closing times; confirm the gate and hours before each delivery.
- Minor: Certified weight ticket for every load. Each load needs a ticket from a state-certified public weigher, which adds a step and cost to every delivery.
- Minor: Statement of work shows a different solicitation number. The statement of work header reads W911RX-26-Q-A032 while the notice is W911RX27QA002; the documents don't explain the difference.
