Who can bid
- Small business: the work is set aside for small businesses only, with a size limit of no more than 500 employees under NAICS 212321.
- Insurance: employer's liability of at least $100,000, general liability of at least $500,000 per occurrence, and automobile liability for all vehicles used.
How to submit: due November 5, 2026, 5:00 PM Mountain. What to include is under Full summary below. Check the solicitation's instructions on SAM.gov.
Things to watch (7)
- Serious: Small businesses only. The work is a total small business set-aside, so only firms within the 500-employee size limit for NAICS 212321 can quote.
- Worth checking: Davis-Bacon wage rule applies; wage determination names Jerome County. Construction wage rate requirements (Davis-Bacon: minimum pay set by the Department of Labor) apply. The attached wage determination lists Jerome County, but the schedule puts the project in Custer County; ask which one governs.
- Worth checking: The site visit was Oct 28, 2026. Check the notice and its amendments for whether attendance was required, and whether another visit is offered.
Show all 7Show fewer
- Worth checking: Work period is stated two ways. The schedule gives May 3, 2027 to June 30, 2027 (58 days), while the Solicitation Information gives 60 days from the notice to proceed. The Schedule of Items page also shows a delivery date of 10/12/2026.
- Worth checking: Every line item must be priced. Leaving out a line price can get a quote excluded, and the option item prices are added to the base for evaluation.
- Minor: Blasting and mine safety rules. Rock blasting must follow Forest Service explosives rules, and the work falls under MSHA rules for a crushing operation. A firm without blasting and crushing experience may struggle.
- Minor: Plans due before work starts. A Hazardous Spill Plan, a Project Fire Plan, and a plan of operations must be accepted before work begins, and equipment must be washed and inspected for weed seeds.

What they want
- Develop the pit: clear and grub, strip and save topsoil, remove overburden (soil and rock above the usable material), and build any needed access road.
- Crush and screen rock into surface course aggregate (road-surfacing gravel) that meets Table 703-3 of the specifications.
- Stockpile 20,000 cubic yards in the base bid, plus an option for 7,500 cubic yards in 500 cubic yard increments; mobilization is one lump sum.
- Prepare the stockpile site with a 6-inch crushed aggregate layer and build stockpiles in layers no thicker than 36 inches.
- Wash and inspect all equipment for weed seeds before it enters the site, and certify the pit and its material are free of noxious weeds.
- Submit a plan of operations, a Hazardous Spill Plan, a Project Fire Plan and a quality control plan before starting.
- Follow blasting rules if blasting is used and Mine Safety and Health Administration (MSHA) rules, including test blasts at new sources.
- When crushing ends, put topsoil and woody debris back on finished slopes so they re-vegetate.

What they'll judge offers on
- Technical Capacity (Acceptable or Unacceptable): ability to meet the schedule in the statement of work, and a detailed explanation of any requirement that cannot be met
- Price: pricing for every line item, found fair and reasonable; base and option prices are added together, and badly unbalanced option prices may make a quote unacceptable
