Who can bid
- Be registered to do business in Turkey, and hold the Turkish operating permits, licenses and authorizations required, valid throughout the contract, at your own cost. Waste facilities and transporters you use should also be registered in Turkey
- Have an active SAM registration with a UEI and CAGE code, since the offer must list them
- Workers' compensation insurance for overseas work under the Defense Base Act is listed among the contract clauses
How to submit: Email to Annette.Graham@dla.mil with subject line "OFFER SP450026R0015 Turkey HW, COMPANY NAME, CLOSING DATE"; each email, with attachments, at most 5MB, due November 4, 2026, 9:00 AM Eastern. What to include is under Full summary below. Check the solicitation's instructions on SAM.gov.
Things to watch (12)
- Serious: Must already be set up to operate in Turkey. Offerors, and the waste facilities and transporters they use, should already be registered and permitted in Turkey, and the offer must name facilities and transporters, so a firm without Turkish partners will struggle to qualify.
- Serious: Past performance volume is required and counts for most of the score. An offer without a Volume II may be thrown out, and a firm with no record is rated neither up nor down while past performance counts far more than price.
- Serious: References must send their own questionnaires before the due date. Your references must email completed questionnaires to the contracting officer themselves; late ones or ones sent by you are not counted, and the Government will not chase them.
Show all 12Show fewer
- Worth checking: The pre-proposal meeting was Oct 15, 2026. Check the amendments for slides, answers or an attendee list, and whether taking part was required.
- Worth checking: Amendments must be signed and returned with the offer. Leaving out the signed acknowledgment sheet for an amendment could get the offer rejected.
- Worth checking: Scope described two ways. The notice says the work is mainly electronic waste from Incirlik Air Base, but the performance work statement covers all hazardous waste from pickup points in Adana, Ankara, Malatya and Izmir, with many waste types and optional services.
- Worth checking: Contract start date and Turkish registration lead time. The contract is to start no later than November 23, 2026, while the registration guide says new contractors need diplomatic notification and Turkish tax registration and that contracting officers should allow not less than 90 days from award to work start.
- Worth checking: Turkish taxes, labor law and incidental fees. Foreign firms are told to complete a foreign tax representation (a 2% tax can apply unless exempt), new contractors register with Turkish tax and labor authorities, and the contractor pays any fee, tax or penalty charged to the Government because of its decisions.
- Worth checking: Strict pricing rules. Each line item may have only one price per period and zero prices are rejected, and options are checked for being unbalanced.
- Worth checking: Contractor takes custody and broad liability. Once waste leaves the base the contractor is responsible for it and must hold the Government harmless for claims and environmental cleanup costs from its work.
- Worth checking: No minimum in the option period. The Government guarantees $25,000 in the base period only; orders in the option period are not guaranteed.
- Minor: Invoice packets are rejected for any error. Payment depends on a complete invoice packet with matching shipping papers, and the Government stops reviewing at the first problem and returns the packet to be resent in full.

What they'll judge offers on
- Past Performance: a confidence assessment of how relevant the offeror's recent work is (scope, size, complexity) and how well it was done, using the references and questionnaires, the Government's Contractor Performance Assessment Reporting System (CPARS) reports and other sources
- Price: checked for reasonableness under FAR 15.404-1; the total evaluated price is the base period plus all options plus 20% of the last priced period for a possible extension of up to 6 months. Significantly unbalanced option prices can make an offer unacceptable
What to include when you submit
- Send two separate volumes: Volume I (Proposal Certifications and Price Schedule) and Volume II (Past Performance Information)
- If you split the offer across several emails, number the subject lines "Message 1 of 3, 2 of 3, and 3 of 3"; send only Word, Excel, PowerPoint, Access, PDF or offline HTML files unless the contact approves another format at least 7 calendar days before the closing date

- Volume I: a statement of your capability to perform work in Turkey and a statement of your capability and permits to carry out hazardous waste removal and disposal, each backed up by contracts from the last 3 years in Volume II
- Volume I: name at least one primary and one backup waste treatment and disposal facility (TSDF) and transporter, and include any letters of intent to subcontract you already have
- Volume I: a brief description of how you will meet the PWS requirements
- Volume II: up to 3 contracts, as prime or subcontractor, for the same or similar services within the last 3 years, with name and phone, contract number, type, dollar value, award and completion dates, description of work, and a point of contact name and email; say how it compares to this job (number of pickup points, complexity, scope) and give any performance problems and what you did to fix them
- Volume II: if you use a principal subcontractor's past performance, include its consent for the Government to share negative past performance with you
- Volume II: give each reference the past performance questionnaire (Attachment 15); the reference must email the completed form directly to the contracting officer before the offer due date. A questionnaire is not needed for a DLA hazardous waste contract you list
- Volume II is required even if you have no past performance: say so in a Volume II or the offer may be rejected
- Price each line item once, with no ranges and no $0.00 prices; prices stay firm for 90 calendar days from the offer due date
After award, you must have
- Waste treatment and disposal facilities must be licensed by Turkish authorities and listed on DLA's Qualified Facilities List, and transporters listed on the Qualified Transporters List; only the prime contractor can ask to add them, and requests can be made after award From Attach 1_PWS_Turkey_v180826.pdf:
The awarded prime Contractor will be the only entity to request additions and updates…
- Only U.S. or Turkish citizens can enter the installations, with no other dual citizenship; installation access requests are due at least 20 business days before the first visit and need a valid passport From Attach 1_PWS_Turkey_v180826.pdf:
The Contractor is hereby notified that access to military installations serviced under this…
- Drivers who move hazardous waste must have Department of War accredited ADR training (the European rules for road transport of dangerous goods) and renew the certification every year; contract manager and site staff must read, write and speak English
Not in the notice text
- Missing documents: about 106,000 of the 167,000 characters of the performance work statement (PWS) were left out in the middle, including the acceptable performance levels table, removal details and special services sections; the price schedule (Attachment 2) and the invoice spreadsheet and the spreadsheet named SFS Clearance were not read; and DLA Forms 2507, 2511 and 2539 were too large to include
- The quantities, unit prices and total estimated value are not known, so the 150% maximum of the contract value cannot be worked out
- The new date and time of the pre-proposal meeting has not been posted
- The notice does not say what currency offers must use; the contract minimum and cost reports are in U.S. dollars
- The earlier offer due date that Amendment 0001 extended is not given in the documents read
- The attachment numbers in the PWS list differ from the numbers in the notice, for example the Turkey governing standards are Attachment 12 in the PWS and Attachment 5 in the notice
