THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS NOTICE IS ISSUED FOR MARKET RESEARCH AND ACQUISITION PLANNING PURPOSES AND DOES NOT CONSTITUTE A SOLICITATION, REQUEST FOR PROPOSAL, REQUEST FOR QUOTATION OR COMMITTMENT BY THE GOVERNMENT TO AWARD A CONTRACT. 1. PURPOSE NAVSUP Fleet Logistics Center Yokosuka (FLCY), Site Marianas, is conducting market research to identify qualified and capable sources with the facilities, technical expertise, resources and transportation capability necessary to perform a comprehensive Dry-Docking Selected Restricted Availability (DSRA) for YRBM-25, a non-self-propelled Repair, Berthing and Messing Barge currently located in Apra Harbor Guam. 2. GENERAL SCOPE OF REQUIREMENT The anticipated DSRA is expected to have an approximate duration of six (6) to eight (8) months. The contractor will be responsible for providing necessary management, planning, supervision, labor, engineering, facilities, dry-docking capability, equipment, materials, transportation, quality control and other resources required to accomplish the availability. The anticipated work includes, but is not limited to: Dry-docking and undocking of YrBM-25; Extensive underwater hull inspection, maintenance, repair and preservation; Identification and repair of structural deficiencies discovered during the availability; Significant structural steel repairs and renewals; inspection, repair and preservation of internal voids and tanks; Inspection, repair, renewals and preservation of associated piping and systems; Surface preparation and preservation necessary to support structural repairs and renewal; Inspection and testing associated with completed repairs; Performance of related systems work necessary to support structural and preservations efforts; Management and accomplishment of emergent or growth work identified during the availability; and Other maintenance and repair work necessary to accomplish the DSRA requirements. The final scope of work, work-item requirements, specifications, inspection requirements and acceptance criteria will be established in any resulting solicitation. 3. VESSEL TRANSPORTATION YRBM-25 is a non-self-propelled vessel. Accordingly, the contemplated requirement includes responsibility for the planning, coordination, management and execution of vessel transportation. The contractor will be responsible for transporting YRBM-25 from its homeport in Apra harbor, Guam, to the contractor’s proposed dry-docking and repair facility. Following completion and Government acceptance of the DSRA, the contractor will also be responsible for transporting YRBM-25 from the contractor’s facility to a Government-designated port in the Pacific located within a 1,500 nautical mile radius of Apra Harbor Guam. Interested sources should identify their proposed method of transportation, such as ocean tow, heavy-lift or another technically viable method, and describe, in detail, their capability to successfully plan, coordinate and execute the transportation. 4. INFORMATION REQUESTED Interested sources should submit information for the Government to assess their ability to successfully accomplish the complete requirement, including transportation, dry-docking, repair, preservation, structural work and return transportation. At a minimum, responses should address: Company name, physical address, UEI, CAGE Code and primary point of contact. Business size and applicable socio-economic status under the anticipated NAICS code. Proposed repair facility, including Facility name and location; Approximate nautical-mile distance from Apra Harbor, Guam; Dry-dock type and capacity; Maximum vessel dimensions and displacement that can be accommodated; Pier and berthing capabilities; Industrial services and utilities; and Other facility capabilities relevant to accomplishing the anticipated DSRA. Relevant experience successfully accomplishing comparable dry-docking availabilities, particularly those involving: Non-self-propelled vessels or barges; Extensive underwater hull preservation; Significant structural steel repair and renewal; Tank and void preservation; Associated piping and systems work; and Other facility capabilities relevant to accomplishing the anticipated DSRA. Transportation capability, including: Proposed method for transporting YRBM-25 from Apra harbor to the proposed facility Whether transportation would be self-performed, subcontracted, or accomplished through a teaming arrangement; Experience transporting comparable non-self-propelled vessels; Anticipated transportation lead time; and Significant permitting, regulatory, customs, international or logistical considerations associated with the proposed transportation approach The respondent’s ability to support an anticipated six- to eight-month DSRA, including facility availability and any anticipated scheduling or capacity constraints. Capability to manage and execute growth and emergent work that may be identified after dry-docking, inspection, opening of tanks or voids, or commencement of structural work. Identification of any Government-furnished information, property, services or other support the respondent believes would be necessary to successfully accomplish the requirement. Any significant technical, schedule, transportation, regulatory or acquisition risks the Government should consider in developing the requirement. Recommendations regarding the contemplated acquisition approach or requirement that could enhance competition, reduce schedule or performance risk or improve successful execution. 5. MARKET RESEARCH The Government is especially seeking information regarding the number and capability of sources that possess or can obtain through appropriate teaming or subcontracting arrangements, the combination of: Suitable docking facilities; (2) ship-repair capability necessary to accomplish a DSRA of this magnitude; (3) significant structural steel and preservation capability; and (4) the ability to successfully transport YRBM-25 from Guam to the proposed facility and return the vessel following completion of the availability. Responses that merely state that the respondent is capable of performing the requirement without providing sufficient information regarding he proposed facility, relevant experience and transportation WILL NOT provide sufficient information for the Government to assess capability. 6. RESPONSE INSTRUCTIONS: Interested parties shall submit responses electronically to the POCs listed within this sources sought notice not later than 31 January 2027 at 1200 ChST. Responses should not exceed 20 pages, excluding supporting facility information or standard company literature. The subject should state: “Sources Sought Response – YRBM-25 DSRA and Transportation” The Government may contact respondents for clarification or additional information as part of its market research. 7.
