Things to watch (8)
From the version posted Oct 14, 2026.
- Serious: Only firms that control a qualifying Honolulu building can offer. The space must be in an existing building inside a set area, on one floor, with no apartments in the building and 60 surface parking spaces on the same site.
- Serious: Zoning and flood plain limits. The space must already be zoned for VA's use when initial offers are due and cannot sit in the FEMA 100-year flood plain.
- Serious: Turnkey medical clinic build-out is the lessor's cost. Rent must cover all shell upgrades, tenant improvements, design, security and operating costs, so a bidder needs construction and financing capacity.
Show all 8Show fewer
- Serious: Both lease terms must be priced. An offer that prices only one of the two alternatives can be rejected as non-responsive.
- Worth checking: 20-year lease commitment. The lease runs 20 years with 15 or 20 years firm, so the owner is tied to the building and rent for a long time.
- Worth checking: Fully serviced lease. The lessor must provide utilities, janitorial and other operating services inside the rent, with daily cleaning and supply duties set out in the agency requirements.
- Worth checking: Facility Security Level II security. The lessor must install and price security systems that meet Interagency Security Committee Level II, listed in attachments that were not read.
- Minor: Past performance questionnaire exhibit label differs. The RLP's document list names the Past Performance Questionnaire as Exhibit M, but the evaluation section says to use Exhibit N; ask the contracting officer which is right.

- Not stated

- Offers due
- October 30, 2026, 5:00 PM Pacific
- Page limits
- Factor 1 (Location) submittal: 5 pages at most. Factor 2 (Past Performance) narrative: 5 pages at most.
What they'll judge offers on
- Location: the site must meet every RLP requirement, including on-site parking, nearby amenities and public transportation; shown by narrative, maps and other information (5 pages at most)
- Past Performance: how recent and relevant, and how well, the offeror did on past work; no past performance is not rated negatively. Narrative of 5 pages at most plus up to three references

- Price both lease alternatives: 20 years with 15 years firm, and 20 years firm; fewer or different alternatives may be rejected
- List any requested deviations on Form 1364 in the block labeled "Additional Remarks or Conditions with Respect to this Offer"; VA decides whether to accept them
- Use the Security Unit Price List to break down the cost of the security measures; charge nothing for items that already exist in the building
- Base tenant improvement (build-out) pricing on the Program for Design; include design (A/E) fees and the lessor's project management fee on Form 1364, with no building shell costs in the tenant improvement price
- Give plans showing that the rentable space yields ABOA space within the required range
- Location narrative with maps and other information showing the site meets the RLP, no more than 5 pages
- Past performance: up to three references for past lease experience with names and telephone numbers, a narrative of no more than 5 pages, and the Past Performance Questionnaire for your references to fill out
- Write "Unique Entity Identifier" and your number on the offer's cover block, and sign the offer; acknowledge any amendments by the date and time the amendment sets
- To keep data private, mark the title page and each restricted sheet with the legends the solicitation provisions give
Not in the notice text
- Part of the RLP was attached but not read, including the sections on how to offer and receipt of lease proposals (3.01 to 3.03), so where and how to send the offer is not known here. - Where and how offers must be sent (email, paper or portal)
- When VA needs to occupy the space, and the rent range or budget; neither was found in the text read
- Whether Davis-Bacon wage rates (the federal wage rule for building work) apply to the build-out, and whether there is a site visit; the Davis-Bacon exhibit is marked "if applicable" and was not read
- Dates for questions or any pre-offer step; none appear in the text read
