Watch out for
- Key terms only in attachments. Space size, lease term, evaluation and submission rules are in the RLP, so you cannot judge fit from this text alone.
See Attachments - Concord Vet Center New Replacing
- Parking requirement above market. A bidder asked about the parking ratio being double the market for office buildings and was only pointed back to the RLP, so the requirement stands.
Please refer to RLP for parking requirements.
- Only property owners or owner-controlled offers. A company that does not own or control a suitable building cannot simply act as the lessor, which limits who can bid.

See Attachments - Concord Vet Center New Replacing - EXTENDED DUE DATE: 10/31/2026 CONCORD RLP Q&As Thank you for reaching out and expressing interest in the Concord Vet Center lease opportunity. There have been questions asked regarding this request for Offers, so I have complied a list of questions with the answers for your reference. Please see below… 1. I noticed that both a Sources Sought notice and the RLP were posted on SAM.gov on the same date under separate notice IDs. Is the Sources Sought associated with the current RLP, or is it intended as a separate market research effort? Yes. The RLP is now extended to October 31, 2026. 2. Section 1.06 of the RLP references several exhibits and attachments, including the Lease, Agency Requirements, pricing forms, and other supporting documents. However, the SAM.gov posting appears to include only the RLP document. Will the remaining exhibits be provided by amendment, or are they available upon request? The agency requirements referenced in Section 1.06(B) are included in the attached exhibits. 3. If that structure is not acceptable, is there another arrangement that would allow CloseMachine to serve as the Government's contractual lessor while partnering with the property owner? The Government allows the property owner to serve as the source, provided they have established legal property management. This arrangement ensures that the owner retains responsibility and meets the necessary leasing requirements. If you would like additional clarification regarding the offeror structure or are interested in exploring alternative arrangements about responding to the RLP, I recommend consulting APEX Accelerators, which can be found on the SAM.gov website for comprehensive support. 4. Could you also provide the additional agency requirements referenced in Section 1.06(B) and the past-performance questionnaire? The agency requirements referenced in Section 1.06(B) are included in the attached exhibits. 5. TI Allowance-- $202 per ABOA. Is this a mistake? The national RLP is about $58/ ABOA. No this is not a mistake. Please refer to RLP 6. BSAC—please confirm there is none requested. BSAC is included in TIA 7. Parking—the requested parking ratio is double the market for office buildings and all of the buildings offer non-reserve stalls. Please refer to RLP for parking requirements.
