DLA Troop Support is running market research (a Sources Sought / RFI, not a bid) to find food manufacturers interested in its Manufacturing Pricing Agreement (MPA) Program. The program sets direct pricing agreements with manufacturers for products sold to military customers through Subsistence Prime Vendors. Place of performance is listed as PA.
Watch out for
- Manufacturers only. The program is aimed at food manufacturers; resellers and distributors are not the target.
conducting market research to identify manufacturers interested in participating in the Manufacturing Pricing Agreement (MPA) Program
- Most-favored pricing commitment. You must give DLA prices at or below your prices to similar customers, which can cut into margins.
MPA policy requires that prices offered to DLA are equal to or less than prices offered for like or similar customers.
- No guarantee of sales. Joining the program does not mean military customers will pick your products, and you may need to promote them yourself.
Manufacturer participation in the MPA Program does not guarantee that the manufacturer products will be selected by any Military customer.
- Ongoing monthly reporting. Monthly pricing spreadsheets are an ongoing admin burden for a small team.
The MPA program requires monthly submissions of pricing spreadsheets (in .csv or Excel format) via email.
- Response date left as a placeholder. The text does not give a real due date for responses, so rely on the SAM deadline field and confirm with the contact.
