The U.S. Army's Chemical Biological Center (DEVCOM CBC) at Aberdeen Proving Ground, Maryland is taking research and prototype ideas on chemical, biological, radiological, nuclear and explosive (CBRNE) defense through an open-ended Broad Agency Announcement (BAA). It is open to businesses, universities and nonprofits, stays open for about five years, and works in two steps: a short pre-proposal first, then a full proposal only if the Army asks for one. Awards can be contracts, prototype Other Transaction agreements, or cooperative agreements, and no money is currently set aside.
Watch out for
- No funds identified. The Army says no money is currently set aside, so any award depends on funds appearing later.
at the time of publication of this BAA there are no funds identified for award
- Research, not hardware or product sales. Proposals tied to specific systems or hardware development will not be considered, so this is not a route to sell existing products.
Offers for research efforts related to specific systems or hardware development will not be considered, except to demonstrate a concept.
- Heavy compliance and security vetting. Selected teams face a foreign-influence risk assessment for key personnel, possible added research-protection terms, and extra approvals for animal, human-subject or dual-use research.
will be subject to an Army Research Risk Assessment prior to award
- Long, long-shot process. Pre-proposal decisions take 60-90 days, a full proposal request is not guaranteed, and no award is promised.
Preproposals should be no longer than three pages
- Full proposal burden. A full proposal needs up to 50 pages of narrative plus a detailed cost spreadsheet, work breakdown structure and CVs, which is a large effort for a small team.
Technical Section (20 pages):
