The Defense Logistics Agency (DLA) Research and Development Program Office is running a five-year Broad Agency Announcement with a $50 million ceiling for research to improve logistics processes. Companies send short white papers; the government may then ask for full proposals and award IDIQ or one-time contracts. The full BAA is in an attachment.
Watch out for
- Submission details are only in the attachment. The notice does not say how or where to send white papers, so you need the attached BAA first.
The full BAA has been uploaded to this notice as an attachment and should be referenced for submissions in relation to the BAA.
- No guarantee of award. The government can pick any, some or none of the submissions, so time spent on a white paper may not pay off.

This notice constitutes a combined synopsis and Broad Agency Announcement (BAA) for the acquisition of research and development (R&D) in accordance with Federal Acquisition Regulation 35.016, “Broad Agency Announcement,” as supplemented with additional information included in this notice. No other solicitation will be issued. Only the information provided in this notice is available. Requests for other forms of solicitation shall be disregarded. This BAA will remain open for five (5) years and has a ceiling of $50 Million. The DLA Research and Development (R&D) Program Office is looking for White Papers that support the scope of the BAA as identified in Section 2: Technical Areas of Interest. Offerors are encouraged to propose innovative solutions. Consideration will be given to all approaches that enable improved processes aligning with both DoD and DLA Strategic Initiatives. A White Paper is an abbreviated document (limited to 8 pages) in which a submitter shall describe a technical R&D concept. If such a technical concept is deemed by the Government to be of interest, the Government may request full cost and technical proposals. Full proposals submitted through this White Paper process may result in contract awards - either Indefinite Delivery, Indefinite Quantity (IDIQ) contracts or one-time, definitive contracts. The Government reserves the right to select all, some, or none of the proposals submitted for award. The primary basis for selecting proposals for acceptance will be technical, importance to agency programs, and funding availability. Cost realism and reasonableness will be considered to the extent appropriate. The full BAA has been uploaded to this notice as an attachment and should be referenced for submissions in relation to the BAA.
