Who can bid (4)
- Small business: this is a total small business set-aside under NAICS 238330; only small businesses can bid
- Active SAM.gov registration (the solicitation lists the SAM registration provision, and offers must show your UEI)
- Limitations on subcontracting clause applies: a small business must perform a set share of the work itself. The percentage is in the clause itself, which is not printed in the solicitation.

- Evidence of general liability insurance with no asbestos exclusion must go to the Contracting Officer before award. Minimums: general liability $500,000 per occurrence; auto liability $200,000 per person, $500,000 per occurrence and $20,000 property damage; employer's liability of at least $100,000.
How to submit: Email to the Contracting Officer, darien.justice@va.gov, due November 5, 2026, 10:00 AM Pacific. What to include is under Full summary below. Check the solicitation's instructions on SAM.gov.
Things to watch (9)
- Serious: Small business set-aside only. Only small businesses can bid; firms that are not small under NAICS 238330 are out.
- Worth checking: The site visit was Oct 29, 2026. Check the notice and its amendments for whether attendance was required, and whether another visit is offered.
- Worth checking: The site visit was Oct 30, 2026. Check the notice and its amendments for whether attendance was required, and whether another visit is offered.

- Worth checking: Daily cleaning versus quarterly pricing. The tasks are listed as quarterly, but one task calls for daily deep cleaning with Bioesque disinfectant. Ask the Contracting Officer how often this work is done before you price it.
- Worth checking: Named products; an equivalent coating needs extra proof and pricing. Quoting anything other than Proprius-One needs a detailed technical description and a separate price to remove the existing coating, and may cost you more than a bid using the named product.
- Worth checking: Service Contract Act wages; wage determinations not read. The Service Contract Act (federal minimum wages and benefits for service workers) clause applies, and King and Pierce County wage determinations are attached but were scanned images that could not be read. Check them for wage rates before pricing.
- Worth checking: Insurance evidence required before award. The winning bidder must show general liability insurance with no asbestos exclusion before award, so confirm your policy has none.
- Worth checking: Restrooms must be open by 6 am every morning. Work has to fit around the VA's schedule so every restroom can be used by 6 am, which can mean overnight work.
- Minor: Electronic barcode reporting. You need barcode-based tools that record time-stamped proof of service in each area, with reports sent weekly.

Not in the notice text
- The King County and Pierce County wage determinations (wage rates) are attached but not read: both are scanned PDFs with no readable text. Check them on SAM.gov before pricing.
- The documents cite the Service Contract Labor Standards clause; they do not mention Davis-Bacon, so the wage rule for this flooring work (NAICS 238330) should be confirmed with the Contracting Officer.
- The site visits are not called mandatory; the text only asks for prior notice to the Contracting Officer.
- The Government's estimate or budget is not given.
- The importance or weight of the three evaluation factors (Price, Technical, Relevant Experience) is not stated.
- How much of the 40,000 square feet is at each campus, which restrooms, and how often the work "as requested" is ordered are not given.
- The quote form tells vendors to review page 29 for submission requirements; page 29 lists the wage determinations, and the submission instructions start on page 30.
- No incumbent contractor is named.
Eligibility and how to respond

- How to submit, from the AI summary: Email to the Contracting Officer, darien.justice@va.gov. Check it in the notice before you send anything.
- Service contracts usually set minimum pay rates (the Service Contract Act). Price the labor with the SCA price calculator.
- Construction contracts over $2,000 pay at least the local Davis-Bacon wage rates, from the wage determination in the solicitation. Price your labor from it: How to price a government contract, and how Davis-Bacon differs from the Service Contract Act.
