Who can bid
- Small business: the solicitation is a total small business set-aside, so only small businesses can bid
- A shipyard facility on a navigable waterway with a drydock, at least 11 feet of water depth and 35 feet of height clearance
Things to watch (9)
- Serious: Small business set-aside. Only small businesses can bid. The SAM.gov set-aside is Small Business Set Aside - Total.
- Serious: Drydock shipyard required. The bidder must offer a shipyard with a drydock and a deep, tall-clearance waterway approach, which rules out firms without a suitable facility.
- Worth checking: Shipyard location adds evaluated cost. The Coast Guard adds $279 per nautical mile of transit from Jacksonville to the offered shipyard, plus crew allowances and travel when the yard is over 50 road miles away. This makes distant yards less competitive.
Show all 9Show fewer
- Worth checking: Funding depends on appropriation. The CLIN 0001 listing says funding is contingent on a Congressional appropriation act, so the award may depend on funds being enacted.
- Worth checking: Asbestos and lead on the vessel. The vessel has asbestos in the anti-sweat top-coating and lead in the primer. The prime contractor bears costs of contaminated spaces and ineffective subcontractor abatement.
- Worth checking: Independent NACE level 3 coating inspector. A certified coating inspector who is not on the contractor's payroll must stay on site for all critical-coated surfaces, which adds cost and scheduling.
- Worth checking: Unbalanced or blank prices can sink the quote. A quote with blank unit prices, non-dollar entries or significantly unbalanced CLIN prices can be rejected without further consideration.
- Minor: Production schedule due after vessel arrival. A production schedule, work package network, manpower curves and subcontracting list are due within three working days of the vessel arriving at the yard.
- Minor: Tenting is not separately priced. Tenting for the buoy deck preservation must be built into the price of the related work item.

Full summary
What they want
- Provide a shipyard with a drydock, on a navigable waterway, with at least 11 feet of water depth and 35 feet of height clearance
- Dock the tender and the barge, then test, repair and renew hull plating, welds, sea valves, strainers and zinc anodes
- Remove, inspect and reinstall propulsion shafting, shaft seals, bearings, propellers and rudder assemblies
- Clean, inspect and repaint hulls, tanks, voids, decks and superstructure, with an independent coating inspector on site
- Barge work: spuds (steel legs that hold the barge in place), spud wells and winches, doors, bulwark, and engine piping and exhaust
- Provide temporary services, support sea trials and spot abatement of lead paint and asbestos up to 10 square feet
- Price the work on the Schedule of Services, plus a labor rate for later change requests (CR composite labor rate)
- Contract type
- Firm-fixed-price (FFP) contract, per the solicitation's type of contract provision; request for quotations
- Period of performance
- Period of performance January 6, 2027 to March 17, 2027 (CLIN 0001 listing; funding contingent on appropriation)
- Place of performance
- Jacksonville, FL, USA per SAM.gov. The vessel's homeport is Jacksonville, FL, and the bidder offers its own shipyard as the place of performance.
- Estimated value
- Not stated
- How they'll choose
- Best value tradeoff among Technical Capability, Past Performance and Price. Past performance and technical capability combined are significantly more important than price. Transit and travel costs for the shipyard location are added to price for evaluation only.
- Offers due
- November 9, 2026, 11:00 AM Eastern (from the version posted Oct 26, 2026; amended since)
What they'll judge offers on
- Technical Capability: quotes must meet or address all technical capability submission requirements (the detailed requirements are in the part of the solicitation not read)
- Past Performance: references and CPARS (Contractor Performance Assessment Reporting System) records for the last three years; no history gets a neutral rating
- Price: total evaluated price is the sum of all CLINs (contract line item numbers: priced lines of the order), checked for reasonableness and balance, plus foreseeable cost factors for the shipyard location
What to include when you submit
- Price every CLIN on the Schedule of Services (Attachment 1, a spreadsheet); blank or non-dollar unit prices can get the quote rejected
- Address every Technical Capability submission requirement
- Give past performance references for the last three years
- Support the quoted change request composite labor rate with a detailed breakdown
- Identify the shipyard offered as the place of performance, since transit, travel and crew costs are added by its location
- Complete the solicitation's representations and certifications, such as responsibility, tax and security-prohibition matters
After award, you must have
- Insurance proof before work starts: ship repairer's liability and comprehensive general liability of $500,000 per occurrence each, plus Longshore and Harbor Workers' Compensation Act and state workers' compensation coverage From Attachment 3 - SOW Addendum.pdf:
Comprehensive General Liability - $500,000 per occurrence.
- An independent coating inspector certified NACE level 3, not employed by the contractor or a coating maker, named at the arrival conference From Attachment 2_SOW_HAMMER_DD_FY27.pdf:
The Coating Inspector shall be Independent and certified NACE level 3.
- Licenses and permits for hazardous substance removal or disposal, obtained within 5 days after award if not already held From 70ZU0127QPBPL0001_1_US.pdf:
…and permits within 5 days after date of award.
