Who can bid
- Small business: the buy is a total small business set-aside under NAICS 237110 (Water and Sewer Line and Related Structures Construction)
- Active registration in the System for Award Management (SAM)
How to submit: Not clearly stated. The Standard Form 1442 (SF 1442, the solicitation form) says to address offers to USDA-FS CSA Intermountain 8, 324 25th St, Ogden, UT 84401-2310, and lists derrick.dodson@usda.gov as the contact.. What to include is under Full summary below. Check the solicitation's instructions on SAM.gov.
Things to watch (9)
- Serious: Small business set-aside. Only small businesses can bid; larger firms are not eligible.
- Serious: Payment bond required after award. The winner must provide a payment bond for 100 percent of the contract price within 15 days of award, so a surety must be lined up ahead of time.
- Worth checking: Pipe length differs between documents. The notice text and the statement of work say 4450 linear feet of 4 inch pipe, but the RFQ and its price schedule say 4475; ask the contracting officer which to price.
Show all 9Show fewer
- Worth checking: Experience text refers to HVAC work. The experience factor asks for projects showing heating and air-conditioning (HVAC) installation, which does not match a water pipeline job. This looks like leftover template text, so ask the contracting officer what experience counts.
- Worth checking: Davis-Bacon wage rates apply. Construction wage rate clauses and a Davis-Bacon wage determination for Daggett County, Utah are attached, so labor must be priced at those minimum rates.
- Worth checking: Site visit encouraged, not scheduled. There is no scheduled site visit. Visiting the site is encouraged before you price the job, and the contract says bidders are responsible for knowing site conditions.
- Worth checking: Bid guarantee unclear. The SF 1442 appears to say an offer guarantee is not required, but the provisions list shows the bid guarantee clause marked. Ask the contracting officer whether one is needed with the quote.
- Minor: Remote work site with limited access. No utilities are available at the site, and the contractor must provide portable toilets, protect streams, clean equipment before entering National Forest land and manage public access.
- Minor: Most items paid by actual or designed quantity. Pipe and fill are paid on designed quantities, while valves, drains and boxes are paid on actual counts; price per unit carefully.
