Things to watch (10)
From the version posted Oct 23, 2026.
- Serious: Only the OEM or an OEM-authorized repair facility can bid. Overhauls must be done by General Electric, Honeywell or a shop they authorize. A business without that authorization cannot meet the requirement.
- Serious: OEM certification is needed before award. The Coast Guard will not delay the response due date or the award while a firm gets OEM approval. That firm may be considered only for future needs.
- Worth checking: No drawings, specifications or manuals from the agency. You must get the OEM Component Maintenance Manuals, service bulletins and the Depot Maintenance Work Requirement 1-2995-241 yourself, and show the Technical Manual cover page with your quote.
Show all 10Show fewer
- Worth checking: Extra 25 overhauls at the same price and lead time. The Coast Guard may order 25 more overhauls at the same price and lead time for up to 365 days after award, by unilateral modification. Price with that in mind.
- Worth checking: Fixed price; corrosion is expected and not extra. Saltwater corrosion is called normal, and the Government pays nothing above the fixed price without prior written authorization. Heavily damaged units can be pulled from the price only with the Contracting Officer's approval.
- Worth checking: Delivery time is scored. Delivery is the second most important factor. A turnaround of 90 days or less after award earns the top rating.
- Worth checking: Full traceability or delivery is refused. Without full and clear traceability, the Aviation Logistics Center will not accept the part and may not pay the invoice.
- Minor: Airworthiness paperwork differs between documents. The Statement of Work requires an airworthiness certificate and tag, while the Terms and Conditions checklist marks only the certificate of conformance. The Statement of Work's checkboxes couldn't be read; check the form on SAM.gov and ask the contracting officer.
- Minor: Test and evaluation due 15 calendar days after receipt. Each unit needs a test, teardown and evaluation (or no-fault-found or scrap decision) within 15 calendar days after you receive it.
- Minor: Quarterly audits of Government-furnished property. The Aviation Logistics Center audits Government property at contractor sites each quarter, and you must follow its instructions and confirm each serial number on the audit date.

Not in the notice text
- Attachment 1 - Schedule (a spreadsheet with the priced lines, unit of issue and blanks for prices and turnaround) is attached but not read; the Statement of Work shows the test and evaluation, beyond-economical-repair and overhaul prices as 'TBD at time of award'
- The notice leaves the place of performance blank on SAM.gov; the Statement of Work says work is at the contractor's facility or a USCG-approved facility
- No dollar value or budget is stated
- Terms and Conditions check the HUBZone price evaluation preference notice (52.219-4) while the notice says unrestricted; ask whether any price preference applies
