The Defense Logistics Agency (DLA Land at Aberdeen) wants to buy 513 AN/PVS-20 Light Interference Filters, a part used with night vision goggles, in a one-time purchase. Offers are due October 28, 2026. The filters ship to New Cumberland, PA, and the contractor must pass First Article Testing unless the Army waives it.
Watch out for
- First Article Testing required. You must build and test sample units to an approved standard before full delivery, which adds cost and time unless the Army waives it.
This procurement will require First Article Testing (FAT) by the contractor, unless waived by CECOM.
- Limited technical data and approval for alternate designs. The Government has only a limited data package, and any alternate design must be approved by the program office before you can use it.
Alternate designs must be approved by Product Manager- Soldier Maneuver Sensors (PM-SMS).
- Test standard may be restricted. The First Article test standard (MIL-PRF-49257, Coated Optical Component) is labeled (SECRET) in the notice, so you may need cleared access to see it. The notice does not say what clearance is required.
The details on the testing requirements are located in MIL-PRF-49257
- Notice contradicts itself. The text calls itself an RFP but also says it is not a solicitation and only an estimate, so check the actual solicitation documents and amendments before bidding.
This is not a solicitation.
- Delivered price must cover packaging and labeling. You must price the item delivered to the Government's location, with packaging and labeling included, so freight and packaging costs are yours.
Pricing for supplies is to include FOB Destination, and packaging and labeling costs.
Read from the notice text only.
