Who can bid (5)
- Small business concern under NAICS 333413 (size standard 500 employees); this is a total small business set-aside, and large businesses can take part only through a small business that becomes a BPA holder
- A current CMMC Level 1 (Self) status in SPRS, checked by your CAGE code at evaluation
- Authorized reseller of the manufacturer for each part you offer, or verifiable supply chain records back to the original equipment manufacturer (OEM)
Show all 5Show fewer
- Active SAM.gov registration, kept up during the BPA
- Be found responsible (financially and otherwise able to perform) under FAR Part 9
How to submit: Email to Amber Bruno at amber.n.bruno.civ@us.navy.mil (alternate contact Vinnie Principe at vinnie.m.principe.civ@us.navy.mil). What to include is under Full summary below. Check the solicitation's instructions on SAM.gov.
Things to watch (8)
- Serious: Total small business set-aside. Only small businesses can hold a BPA. A large business must work through a small business BPA holder.
- Serious: CMMC Level 1 (Self) status in SPRS required. Without an active self-assessment status in the Defense Department's vendor database, your quote is rated not acceptable and you cannot get an award.
- Serious: Authorized reseller with OEM traceability. You need the maker's authorization or paper proof back to the maker for every part; gray market items are refused.
Show all 8Show fewer
- Worth checking: All five years must be priced. You must price every year from 2027 to 2031 for each item you offer, which locks in unit prices for the life of the BPA.
- Worth checking: Most favored customer pricing. Your prices must be as good as those you give your best customer for similar quantities, and the Government may ask for proof.
- Worth checking: Three business days to quote on each call order. Each call order is emailed to all BPA holders, who must quote fast; skipping several can get you removed.
- Minor: BPA holders can be removed. The Government can drop a holder for late deliveries, not quoting on call orders or technically unacceptable quotes, after 30 days of written notice.
- Minor: No guaranteed orders; priority-rated orders. The BPA commits no money, and any order carries a Defense Priorities and Allocations System (DPAS) rating of DO-C9, which requires priority handling.

- Show technical acceptability by offering the exact part number on the part list, or by sending product literature, specification sheets or a compliance matrix that meets all salient characteristics.
- Show authorized reseller status with an OEM certificate, authorization letter or website page; unauthorized or gray market items are not accepted.
- Include your CAGE code so the Government can check your CMMC Level 1 (Self) status in SPRS.
- State any discount clearly in the quote. Clearly list and explain any exception to the solicitation terms.
After award, you must have
- Staff without a Common Access Card or military ID must register for a base access pass to enter the base for deliveries From ATCH 1- Solicitation Amendment 3.pdf:
…register for a Local Population ID Card / Base Access Pass.
Not in the notice text
- The part list (ATCH 2) and price list (Exhibit 1) are Excel files attached on SAM.gov but not read, so the full list of parts and manufacturers is unknown. The middle of the solicitation PDF (clauses and instructions) and the salient characteristics was also left out.
- Quantities are not given; the Q&A says quantities appear only on later call orders.
- The text does not say how many BPA awards are planned or how many firms have quoted.
- The current ordering period shows January 1, 2027 to December 31, 2031, but the point at which a BPA starts is set on award.
Eligibility and how to respond
