The Federal Bureau of Prisons wants a contractor to run a Residential Reentry Center (a halfway house) for male and female federal offenders in the Paducah, Kentucky area (14 listed counties), plus a home confinement program within 150 miles. It is an unrestricted, firm-fixed-price, indefinite-quantity contract for one base year and four option years, with proposals due December 9, 2026. You must have a qualifying facility site, and funds are not yet confirmed.
Watch out for
- Funds not yet available. No award can be made until funding is confirmed in writing, and the Government can cancel at any time without paying your proposal costs.
Funds are not presently available for this solicitation.
- Need a site and local approvals before winning. You must have a signed right to use a suitable property, correct zoning, community notification and an environmental checklist in your proposal, so costs and risk come before any award; local opposition can hurt you.
The Federal Bureau of Prisons representatives will conduct an on-site inspection of your facility
- Facility readiness deadline conflicts. The RFP evaluates a plan for the facility to be operational within 240 days of award, but the Compliance Matrix says 120 days; ask the Contracting Officer which applies.
operational availability within 240 days after contract award
- No revenue guarantee. Usage is only estimated, the minimums are small (about 15 in-house and 10 home confinement offenders), and you carry facility and staffing costs whether or not beds fill.
These estimates do not constitute a Bureau of Prisons usage guarantee or a guarantee of revenue to the offeror.
- Payment can be withheld for poor performance. The BOP may withhold part of each invoice (up to 30% for safety, security and order issues, and more for egregious cases), and may combine withholdings across months.
the BOP may withhold up to 25% of the Contractor’s payment for that month.
- Broad indemnity and liability. You must hold the Government harmless for claims from your negligence, and your liability is not capped by your insurance limits.
provision or limits of insurance set forth in the resulting
- Past performance weighs most. Past Performance is the most important factor; newcomers are rated neither favorably nor unfavorably on it, but they lose the advantage that experienced RRC operators get.
- Possible award without discussions. There may be no chance to fix or improve your proposal, so the first submission must be complete and compliant.
The Government reserves the right to award the contract without negotiations.
- Proposal format and length instructions disagree. The cover letter says email PDFs with no hard copies, while the older Compliance Matrix mentions CD-ROM copies and a 120-day plan; confirm the format and page limits with the Contracting Officer.
submitted in separate files or folders via email in PDF format (No hard copies).
- Long offer validity. Your offer must stay valid for at least 240 days after the solicitation closes, which ties up your pricing and site commitment for a long time.
in response to this solicitation will be valid at a minimum of 240 days from the date the
