Who can bid
- Small business concern; this is a total small business set-aside under NAICS 237990 with a $45 million size standard
- Registered in the System for Award Management (SAM) at the time the quote is submitted
- Bid guarantee of 20 percent of the quote, required when the quote is over $150,000, on SF 24 with a power of attorney
How to submit: Email to Contract Specialist Judith Martin at PPS.proposals@usda.gov, with the solicitation name and number as the subject line, due November 20, 2026, 5:00 PM MST. What to include is under Full summary below. Check the solicitation's instructions on SAM.gov.
Things to watch (10)
- Serious: Total small business set-aside. Only small businesses under the $45 million size standard for NAICS 237990 can send quotes.
- Serious: Bid guarantee of 20 percent plus bonds. A bidder needs a surety bid bond and power of attorney with the quote, then performance and payment bonds after award.
- Worth checking: Three to five similar projects within 5 years. Firms need recent projects similar in scope, size and area, so a business without similar heavy civil work may score poorly.
Show all 10Show fewer
- Worth checking: Fixed completion date of October 1, 2027. The whole work must be ready for use by this date, and the schedule is scored within the mandatory period of performance.
- Worth checking: Davis-Bacon wage rates apply. The contract includes construction wage rate requirements and lists a Cache County wage determination, so labor costs must follow those rates.
- Minor: Response due date moved to November 20, 2026. Amendment 0001 changed the response due date from November 2, 2026 at 5:00 PM.
- Minor: The site visit was Oct 15, 2026. Check the notice and its amendments for whether attendance was required, and whether another visit is offered.
- Minor: Questions were due Oct 20, 2026. Check the amendments for the agency's answers.
- Minor: Remote site without utilities. No utilities or fuel storage are available on site, so a bidder must price power, water and fuel logistics as part of the work.
- Minor: Limits on subcontracting. The limitations on subcontracting clause is in the contract, so the prime must do a set share of the work with its own staff.

Not in the notice text
- Part of the main solicitation was left out of the text read, including the basis for award and the order of importance of the evaluation factors (pages 19 to 20), and the priced Schedule of Items (Attachment 2, a spreadsheet) was attached but not read.
- The Davis-Bacon wage determination UT20260105 for Cache County (Attachment 5) is a scanned file with no readable text, so its wage rates are not stated here.
- How the quotes will be ranked (for example, whether price or non-price factors weigh more) is not stated in the text read.
- Performance and payment bond amounts were not seen.
- Form SF 1442 checkboxes (such as the offer guarantee box) couldn't be read; the solicitation text states the 20 percent bid guarantee requirement.
