Who can bid (4)
- CMMC Level 2 (certified by a third-party assessor) current in SPRS before award, for each system that handles federal contract information or controlled unclassified information, plus a current affirmation of continuous compliance
- A past performance rating of at least limited confidence; having no relevant record gives a neutral rating
- Quality system meeting ISO-9001:2015, flowed down to subcontracts for critical and complex items

- Active registration in the System for Award Management (SAM.gov)
How to submit: Email the offer as an attachment to mckenzy.s.harris.civ@us.navy.mil, per Section B note 1; Section L (not fully read) holds the full instructions. What to include is under Full summary below. Check the solicitation's instructions on SAM.gov.
Things to watch (11)
From the version posted Oct 21, 2026.
- Serious: CMMC Level 2 required before award. A firm without a current CMMC Level 2 status in SPRS for its information systems is not eligible for award.
- Serious: Controlled drawings need an access request. Three technical data package files (TDP1, TDP2, TDP3) are attached but not read; they are controlled and need an access request on SAM.gov, and the drawings are needed to price the work.
- Worth checking: First article test is destructive and paid for by the contractor. The Government's estimate for the test is $50k, and repeat tests after a disapproval are at the contractor's cost.
Show all 11Show fewer
- Worth checking: Production before first article approval is at the contractor's risk. Materials bought and production started before first article approval cannot be charged to progress payments or termination settlements.
- Worth checking: Lot test samples are extra units. Twenty Each destructive lot test samples are built on top of the delivered quantities, and acceptance, shipment and payment wait for approved test reports.
- Worth checking: Offers outside the delivery schedule are rejected. Each quantity must be offered within the stated delivery periods, or the offer is rejected as non-responsive.
- Worth checking: Detailed cost data may be required. The cost proposal goes in Excel with a proposal adequacy checklist, and the contract carries Cost Accounting Standards and cost estimating system clauses, which is heavy for a small firm.
- Minor: Response due date has been extended several times. Amendments moved the response due date from June 25, 2026 to August 6, then August 17, then October 29, and the latest amendment sets November 23, 2026.
- Minor: Option quantities count toward the evaluated price. The evaluated price adds the highest stepladder tier quantity at its price to the base price, so option pricing affects who wins.
- Minor: Past performance subfactor count differs. Section M.2 says past performance has two subfactors that are about equal, but three subfactors are listed.
- Minor: Priority-rated order. The contract is a DO-A6 rated order under the Defense Priorities and Allocations System, so the contractor must follow its rules, such as giving the order priority.
