**28 September 2026: Amendment 02 — Annual Update & Commercial Solutions Opening (CSO) Revisions** Solicitation: FA238424S2336, "Open Period 3 - All Technical Areas, 10 U.S.C. 3458 - Commercial Solutions Opening (CSO)" Solicitation Authority: 10 U.S.C. § 3458 - Authority to acquire innovative commercial products and commercial services using general solicitation competitive procedures (R-DFARS Part 212) The purpose of this update (Amendment 02) is to incorporate annual solicitation updates, align applicable commercial provisions and clauses with current RFO and DoD cybersecurity requirements, and reaffirm submission guidelines for commercial solutions. SUMMARY OF REVISIONS (AMENDMENT 02): 1. Commercial Innovation Scope (10 U.S.C. § 3458): Proposals submitted under this CSO must provide innovative commercial products, commercial technologies, or commercial services that meet or exceed 711 HPW operational requirements. Solutions must demonstrate commercial viability or novel adaptation of commercial technology for military utilization. 2. Provisions and Clauses Update: Attachment 1 has been updated to reflect current RFO commercial contracting provisions and mandatory DoD cybersecurity safeguarding requirements (including NIST SP 800-171 SPRS assessment posting and task-specific CMMC compliance per DFARS 252.204-7019, 7020, and 7021). 3. Contract Types & Terms: Awards resulting from this CSO may include fixed-price commercial contracts, Other Transactions under 10 U.S.C. § 4022, or other authorized commercial acquisition vehicles. 4.
