Some details are in the notice's attachments, which this summary didn't read. Check the attachments on SAM.gov.
The Army Corps of Engineers (Philadelphia District contracting office, for the Portland District) wants a new Large Class Hopper Dredge to replace the aging Dredge ESSAYONS. The vessel is delivered to Portland, Oregon about 1,675 days after award. This is a full-and-open competition, not a small business set-aside, and it requires bonding.
Watch out for
- Major shipbuilding capability needed. Building a 6,500 cubic yard hopper dredge is a very large, capital-intensive job that most small businesses cannot take on alone.
- Bid, payment and performance bonds. You must arrange bonding for a vessel-sized contract, which can be hard and costly for a small firm.
Bid guarantee, payment, and performance bonding are required.
- Liquidated damages. You could owe money for each day of late delivery.
There will be liquidated damages associated with this procurement.
- Conflicting due dates. The notice text and the SAM.gov deadline field give different dates, so you risk missing the real deadline.
Receipt of Proposals are due 15 March 2027
- Priority-rated order (DPAS). A DO-A3 rating means you must give this order priority over unrated work.
The acquisition is a Defense Priorities and Allocations System (DPAS) procurement under DO-A3 Ships.
