What to include when you submit
- Step 1 is a white paper; ONR emails feedback and may invite a full proposal. You cannot send a full proposal without being invited.
- The white paper must cover: project classification and strategic alignment, organization background and teaming, technical concept, naval need and impact, path to transition (including IP and data rights), and a rough order of magnitude cost and schedule.
- If invited, send the full proposal within 45 days of the selection notice, by 5:00 PM EDT.
- The full package includes a Proposal Checklist, ONR Cost Proposal Template (Excel, formulas intact), Technical Proposal Template, a Statement of Work in the ONR Word template, ONR Representations and Certifications, and your DCAA or DCMA accounting system approval letter.
- Also send a non-proprietary version of the Statement of Work, and a separate list of any technical data or software offered with less than unlimited rights (write NONE if there are no restrictions).
- Submit documents as secure, non-password-protected, PDF-compatible files, except the Excel cost spreadsheet and the SOW template.
- Mark proprietary pages; put all options in separate priced worksheet tabs.
- Include an organizational conflict of interest statement, and your CMMC unique identifiers from SPRS.
