Who can bid (5)
- Small business: this is a total small business set-aside under NAICS 484110 (General Freight Trucking, Local), size standard $34,000,000
- Be registered in the System for Award Management (SAM) and not debarred; the government gives no extra time to register
- Attend the mandatory site visit on October 30, 2026 (a subcontractor's representative may attend for the prime), with a base access request submitted by October 27, 2026
Show all 5Show fewer
- The prime contractor must perform at least 50% of the payable service work, and the on-site supervisor or manager must be a W-2 employee of the prime
- Liability insurance to cover possible damage to equipment or facilities during transit; the government asks for proof of insurance but sets no minimum coverage
How to submit: Email to both points of contact: stephen.ortiz-gonzalez@us.af.mil (Contracting Officer) and christopher.petrosky.4@spaceforce.mil (Contract Specialist), due November 6, 2026, 10:30 AM ET. What to include is under Full summary below. Check the solicitation's instructions on SAM.gov.
Things to watch (9)
- Serious: The site visit was Oct 30, 2026. Check the notice and its amendments for whether attendance was required, and whether another visit is offered.
- Serious: Requests were due Oct 27, 2026. Check the amendments for what the agency sent or answered.
- Serious: Prime must self-perform at least 50%. The prime must do at least 50% of the payable service work with its own W-2 employees, so a firm that mostly subcontracts the moving may not qualify.
Show all 9Show fewer
- Worth checking: Government supplies no measurements or item records. Bidders must price from their own site visit measurements; the government is not providing inventory records or weights for heavy items like boats and jet skis.
- Worth checking: Contractor pays for all damage. The contractor is fully responsible for damage to facilities or equipment, and the government sets no minimum insurance but asks for proof of coverage.
- Worth checking: Date passed (Nov 2, 2026): Completion within 30 days of award. All work must finish no later than 30 days after award, and the 2 November 2026 target move-in date in the statement of work is outdated.
- Worth checking: Evaluation factors listed two ways. Section D lists price, technical performance, delivery timeline and past performance, while clause 52.212-2 lists technical acceptability, price and schedule; ask the contracting officer which governs.
- Minor: Questions were due Nov 2, 2026. Check the amendments for the agency's answers.
- Minor: No Service Contract Act wage rates. The government says no wage determination applies and the work is treated as a commodity service, so you price your own labor rates.
