*****Solicitation Notice Update to Post the Bid Abstract on 25 August 2026*****. **Amendment 0002- This amendment is to: A. Extend the invitation for bid due date from 13 August 2026 to 11:00 a.m. Eastern Daylight Time (EDT) on 25 August 2026. This amendment includes two (2) attachments.**Amendment 0001- This amendment is to: A. Provide Summary of Changes dated 06 August 2026, B. Provide clarification to NAICS code 237990 description, C. Provide DQM Pipeline Dredge Specifications for Small Business dated 04 August 2023, D. Provide Final Specifications and Final Plans dated August 2026, E. Incorporate Revolutionary Federal Acquisition Regulation (RFO) Clause 52.219-14 into the solicitation, F. Provide NE River Dredge Pre-Bid Site Visit Sign In Attendees_W912DR26BA010 dated 21 July 2026, G. Provide Wage Determination for MD20260035 - Cecil Co MD dated 04 June 2026, H. Responses to RFIs North East Dredging W912DR26BA0100001 dated 06 August 2026, and I. Revised Price Schedule dated 07 August 2026. This amendment includes nine (9) attachments. The project consists of using a hydraulic cutterhead pipeline dredge in North East River to remove material to its authorized depth of 7 feet (plus two feet of allowable over depth). Up to 100,000 cubic yards of silty to sandy material are to be dredged. Material will be transported via pipeline to the existing upland placement site. Pipeline distance will be approximately 6 miles from the furthest dredging location. The pipeline will travel through the North East River, up Stony Run creek, and over tidal and nontidal wetlands to reach the existing upland placement site. The dredging window is from 16 October 2026 to 15 February 2027; this is the only period of time dredging is allowed in the North East River. The estimated magnitude of construction is between $1,000,000.00 and $5,000,000.00. The construction duration will be approximately 120 calendar days from the Notice to Proceed.
