Army Contracting Command-Aberdeen Proving Ground plans a 10-year multiple-award IDIQ contract called MAPS, so Army and other federal customers can buy professional services (engineering, research and development, management advice, and IT) worldwide. This post is the near-final Draft 6 of the RFP with scorecards and forms; the official RFP was expected around the end of March or early April 2026. Companies are scored mostly on certifications and past projects, and the real work and money come later through individual task orders.
Watch out for
- Hard pass/fail screening. A company without CMMC Level 2, a SECRET facility clearance, ISO 9001 and a clean CPARS record is dropped before any scoring, which rules out many small firms.
If you have answered NO to any of the above questions, your proposal will not be evaluated any further.
- Only the top 25 small businesses per domain advance. Small businesses are ranked by points and only the top 25 in each domain reach the final responsibility check, so a thin past performance record will likely not make the cut.
top 30 Large Businesses (15 reserved for Emerging Large Businesses), top 25 Small
- Draft only, not the final RFP. Terms, scoring and dates may still change before the official RFP is released, and the listed 2028 deadline is not a real due date.
With this post, we are happy to provide our final draft of the MAPS RFP
- Heavy past performance proof. Each Qualifying Project needs the contract copy, the PWS and a customer-certified form with vacancy rate, time-to-fill and subcontract percentage data, which takes real effort to gather.
Offeror shall provide a copy of the Contract/Agreement with this QP.
- Subcontracting lowers your score. Past projects where subcontractors did over 65% of the work earn no passthrough points, so teaming-heavy track records score poorly.
Offerors will receive zero (0) points per QP if the Subcontractor performed
- No work guaranteed by winning a spot. The base contract price is a token amount and revenue only comes from task orders you must then compete for.
no less than $50 and no more than $100
- Worldwide and warzone work possible. Task orders may require work overseas, in hostile areas, or around the clock, with extra security, training and deployment rules.
Government or contractor sites within CONUS and/or OCONUS locations, including warzone
- Points penalty for joint ventures. Small businesses get extra points only if they are not proposing as a joint venture, which makes teaming up less attractive.
Offeror will receive 2,000 points for not proposing as a Joint Venture
