Who can bid

  • Acknowledge in the brief that you can comply with Government security, citizenship, information-handling, operational-security, export-control, property, safety and environmental requirements
  • Access to a commercially operated vessel or platform with crew; the desired size is about 78-100 meters, with alternate configurations allowed if they meet the functional need

How to submit: Email to deleon.j.kelly.civ@army.mil, kurt.l.kleinlein.civ@army.mil and Christopher.l.crouch.civ@army.mil. What to include is under Full summary below. Check the solicitation's instructions on SAM.gov.

Things to watch (5)

From the version posted Oct 21, 2026.

SeriousWorth checkingMinor

  • Serious: Two-step process: briefs first, invitation-only steps after. This notice is for Step One (solution briefs). Later steps, such as presentations and detailed price proposals, happen only for respondents the Government invites, so a weak brief can end your bid.
  • Serious: Needs a large, crewed ocean-going vessel. A business without access to a vessel of roughly this size, with dynamic positioning, cranes and berthing, cannot offer a credible solution on its own.
  • Worth checking: Vessel must be ready for a January 2027 start. The plan must show a vessel mobilized and available for the first task order starting in January 2027.
Show all 5Show fewer
  • Worth checking: Security, citizenship and export-control rules. The final contract will carry security requirements, possibly including a DD Form 254 (the form that sets security rules for classified work), which can limit who can perform.
  • Minor: No award is guaranteed. Responding costs your own time and money, and the Government may make no award.

  • Architect-engineer services tied to buildings or construction are usually bought under the Brooks Act: the agency ranks firms on qualifications from an SF 330 first, then negotiates a price with the top firm. How A/E contracts work.
  • Service contracts usually set minimum pay rates (the Service Contract Act). Price the labor with the SCA price calculator.
