Title: SIOP MMDD MACCThe Naval Facilities Engineering Systems Command (NAVFAC) has a requirement to provide predominantly construction services (design build (DB) and design-bid-build (DBB)) for heavy and civil engineering waterfront facilities as well as commercial and institutional facilities primarily in support of the Shipyard Infrastructure Optimization Program (SIOP) Multi-Mission Dry Dock (MMDD) at Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS and IMF), located at Naval Base Kitsap (NBK) Bremerton, Washington and other areas under the cognizance of NAVFAC Pacific. This solicitation will result in the award of Indefinite-Delivery Indefinite-Quantity (IDIQ) Multiple Award Construction Contracts (MACC). The period of performance will be a base period of 5-years and one (1) 5-year option period for a maximum possible duration of 10-years; or an aggregate maximum estimated value of $15,000,000,000 for all task orders, whichever occurs first. The typical size of major construction task orders will range from $2,000,000,000 to $6,000,000,000; however, smaller task orders may be issued to support smaller efforts such as Early Contractor Involvement (ECI) and/or Alternative Technical Concepts (ATC). Task orders may be above this limit; however, contractors are not obligated to accept such task orders under the general terms of the contract. Each MACC holder will receive a minimum guarantee in the amount of $1,000,000. This solicitation is unrestricted allowing for full and open competition. Large businesses are advised that an acceptable small business subcontracting plan is required. Pre-Proposal Conference. A pre-proposal conference is scheduled for 15 October 2026, 9:00 am to 12:00 pm (PST). The pre-proposal conference will be conducted both in-person and virtually (online). Prospective Offerors are advised that the pre-proposal conference will be held solely for the purpose of explaining the concepts involved in the project and the specifications, terms and conditions of this solicitation. All prospective Offerors are urged to participate in this conference, and shall register for the event in advance for both in-person and virtual (online) participation at the following link: https://multimissiondrydock.com/events/multi-mission-dry-dock-industry-day-and-pre-proposal-conference/ In-person registration will close by 12 October 2026 and is limited to the first 150 registrants. The in-person location and related event details will be provided separately by email to all registered Offerors. Offerors that are unable to participate in the event in-person must register for the virtual (online) option.
