Who can bid (7)
- The project lead (PI) must be an early-career researcher within 8 years of completing their first terminal degree; leaves of absence, post-doctoral, residency and fellowship periods can be excluded. Post-doctoral and clinical trainees may not lead.
- Single project lead per proposal; no co-PIs. The project lead should be a researcher, not an administrator.
- All proposers and proposed team members must be employed at a U.S. institution (U.S. states and territories).

- The proposing organization must have a Unique Entity ID and an active SAM.gov registration when it submits, kept current during consideration and performance.
- Federally Funded Research and Development Centers, University Affiliated Research Centers, National Laboratories and other Government entities cannot apply or be team members.
- The concept must not already have received funding or been selected for award negotiations from ARPA-H or another Government agency.
- Every PI and senior or key person must certify they are not party to a malign foreign talent recruitment program; the Attachment F submission certifies this for the team.
How to submit: ARPA-H Solutions site (https://solutions.arpa-h.gov/home); registration is required and no other method of submission is permitted. What to include is under Full summary below. Check the solicitation's instructions on SAM.gov.
Things to watch (11)
From the version posted Oct 22, 2026.
- Serious: Required solution summary due October 30, 2026, 2:00 PM Eastern. Step 1 is a required, anonymous 2-page solution summary; a business that skips it cannot send a full proposal. Step 2 full proposals are due February 10, 2027, 2:00 PM Eastern.
- Serious: Project lead must be within 8 years of a terminal degree. Only early-career researchers can lead. Post-doctoral fellows and clinical trainees cannot be the project lead, though they may be support staff, so many experienced firms and people are shut out.
- Worth checking: Discouraged summaries are strongly discouraged from a full proposal. All firms with a conforming summary may still send a full proposal, but ARPA-H says those not recommended are strongly discouraged from doing so.
Show all 11Show fewer
- Worth checking: Base period ceiling shown as both $700,000 and $750,000. Attachment E sets the base period price cap at $700,000, then a note says the controlling base ceiling is $750,000. The ISO and FAQ say $700,000. Ask ARPA-H which governs.
- Worth checking: One topic area, one summary and one proposal per project lead. Sending more than one, or not clearly fitting one topic area, can make a submission non-conforming; ARPA-H may also move it to a different topic area.
- Worth checking: Some topics are narrowly scoped. FAQs rule out approaches in some topics; for example, Topic 3 animal-only work is out of scope, Topic 4 needs an animal model, Topic 13 must use human-derived systems and Topic 15 must be implantable.
- Worth checking: Option year is not guaranteed. The $350,000 Director's Award year goes to a limited number of performers, and payments come only after the Government accepts each milestone, so only the base period can be counted on.
- Worth checking: Summary must be anonymous. Naming the project lead, organization or team anywhere but the cover sheet can get the solution summary rejected as non-conforming.
- Worth checking: Limits on teaming and subcontracting. Subcontractor, vendor and consultant costs are capped at 30% of the total value, which limits how much work a small business can hand to partners.
- Worth checking: Research security, biosecurity and cybersecurity certifications. The full proposal must include signed disclosures, common forms for key people, and answers on foreign ties and biosecurity, and false statements can be prosecuted.
- Minor: Publication review by ARPA-H. Every award will require teams to send information to ARPA-H for review before publishing, and some awards may need ARPA-H agreement first.

Full summary
What they want
- Health and biomedical research led by one early-career project lead, in one of 16 topic areas (for example skin inflammation sensing, deep brain stimulation for sleep, brain drainage after injury, patient data protection in life science AI, organ preservation, implantable cancer therapy at the resection margin)
- A 24-month base period, plus a plan and price for an extra 12-month option called the Director's Award for a limited number of top performers
- A Task Description Document (TDD) listing each task, who does it, where, the deliverables and measurable milestones with risks
- A Milestone Payment Schedule: 8 quarterly milestones in the base period and 4 in the option year, each with a deliverable and objective acceptance criteria
- Work guided by an assigned ARPA-H program manager who acts as project manager and mentor
- After award: key team members in place within 60 days, and attendance at program meetings (an FAQ describes one annual in-person meeting and one networking event or workshop per year)
- Contract type
- Other Transaction (OT) agreement, with fixed milestone payments paid after Government acceptance of each milestone
- Period of performance
- 24-month base period (Year 1 and Year 2, 8 quarterly milestones) + a 12-month option period, the Director's Award (Year 3, 4 quarterly milestones). Tentative performer selection date: April 30, 2027. Tentative award start date: June 30, 2027.
- Place of performance
- DC, USA as listed on SAM.gov; proposers list their own place(s) of performance on the proposal cover sheet
- Estimated value
- Not to exceed $1,050,000 per award: base Year 1 $350,000, base Year 2 $350,000, option Year 3 $350,000. An FAQ says the $700,000 base and $350,000 option limits include indirect costs.
- How they'll choose
- Two steps. Step 1 solution summaries get an encourage or discourage answer. Step 2 full proposals are scored on their own merit, not against each other, and selected if most advantageous to the Government.
- Offers due
- February 10, 2027, 2:00 PM Eastern
- How to submit
- ARPA-H Solutions site (https://solutions.arpa-h.gov/home); registration is required and no other method of submission is permitted

- Solution summary: 2 pages, not counting the cover sheet. Technical and Management Proposal: 8 pages (recommended 2 pages summary, 5 pages technical plan, 1 page capabilities and management). Task Description Document and Administrative and National Policy Requirements document: no page limit.
What they'll judge offers on
- Step 1 (solution summary): alignment with the chosen topic area, technical merit and innovativeness, and relevance and contribution to the ARPA-H mission
- Step 2, Criteria 1 - Overall Scientific and Technical Merit: innovative, feasible, achievable and complete approach; complete tasks and clear deliverables; major technical risks and mitigation; proposed IP rights and software may be considered for effect on commercialization and open-source standards
- Step 2, Criteria 2 - Potential Contribution and Relevance to the ARPA-H Mission: supports better health outcomes for all; potential to invigorate innovative health and biomedical research; IP restrictions must not significantly limit transition of the technology
- Step 2, Criteria 3 - Assessment of Proposed Cost/Price: price is reasonable for the technical approach, TDD, milestones and expected outcomes
What to include when you submit
- Step 1: send a solution summary on the Attachment A template, naming one topic area, with the project lead's date of completing a terminal degree and the organization's Unique Entity ID on the cover sheet.
- Keep the solution summary body (items 1 through 3) anonymous: name the project lead, organization and team only on the cover sheet, and include no references.
- Step 2: send the full proposal using Attachments B (pitch slides), C (Technical and Management Proposal), D (Task Description Document), E (Milestone Payment Schedule) and F (Administrative and National Policy Requirements document); use of the templates is mandatory.
- Include the Solution Summary reference number on the Attachment C cover sheet and an official signed letter of support from the proposer's organization (required for the full proposal, not for the solution summary).
- Price the base period at no more than $700,000 and the option year at no more than $350,000, indirect costs included, and give 8 base and 4 option quarterly milestones, each with a deliverable and objective acceptance criteria.
- List all federal support, past, current and pending, with sponsor, amount and performance dates, and attach the biographical sketch and current and pending support common forms for each senior and key person.
- Name one project lead only (no co-PIs); keep subcontractor, vendor and consultant support to 30% or less of the total value.
- Answer the Attachment F items: team members, FFRDC participation, conflicts of interest and any support provided to ARPA-H, research security, novelty of the work, intellectual property assertions, human and animal research, tax and felony representations, cybersecurity and biosecurity.
- For human subjects research give IRB review plans and a Federal-wide Assurance; for animal research give IACUC review plans, the Vertebrate Animal Section worksheet and an Animal Welfare Assurance.
- Write in English with type no smaller than 12-point (Attachment F: sans-serif, 11-point), use .pdf, .odx, .doc or .docx files, keep the proposal valid at least 120 days, and mark proprietary pages 'Proprietary'.
After award, you must have
- Key members of the performer team must be on board after award. From EHI Administrative FAQ Oct 22 2026.docx:
…all key members of the performer team will be onboard within 60 days of the award…
- Human subjects research needs approvals before any funding is used for it, and animal research needs IACUC approval before costs are incurred. From EHI ISO 2026_ARPA-H-SOL-26-150_Amendment 1.pdf:
…cannot be used toward human subjects research until ALL approvals are granted.
