Who can bid
- Be a small business under NAICS 238220 (the solicitation lists a size standard of $19,000,000); the buy is a total small business set-aside.
- Have an active SAM (System for Award Management) registration when you submit the offer; without it the offer is excluded from evaluation.
- Use a licensed electrician, supervised by a licensed Master Electrician, for all electrical modifications, circuit connections, conduit routing and receptacle installation.
How to submit: Signed and dated offers go to the issuing office, 19 CONS (FA4460), Little Rock AFB; the text read does not say whether by email or portal.. What to include is under Full summary below. Check the solicitation's instructions on SAM.gov.
Things to watch (13)
- Serious: Licensed electrician and Master Electrician required. All electrical work must be done by a licensed electrician under a licensed Master Electrician, so a firm without that license or a partner who has it cannot do the job.
- Worth checking: Active SAM registration needed at submission. An inactive or missing registration gets the offer excluded from evaluation. Check a SAM.gov registration.
- Worth checking: Base access limited to U.S. citizens with REAL ID or passport. Staff who are not U.S. citizens may need up to 30 days to get base authorization, which affects the site visit and the work.
Show all 13Show fewer
- Worth checking: Buildings 750 and 768 are option lines. Only Building 751 is a base line; the other two buildings are options that the Government decides on at award, though all six lines are added into the evaluated price.
- Worth checking: Funds not presently available. The Government's obligation depends on appropriated funds becoming available, so an award could be delayed or not made.
- Worth checking: Rooms must be usable again within three days of starting drywall repair. Your execution plan must show how each affected dorm room returns to use within three calendar days after drywall repair starts, and you pay for the drywall and paint repairs.
- Minor: Work in occupied dorm rooms with escorts. Occupants keep different schedules, a facility manager escorts you inside rooms, and you may have to move furniture.
- Minor: The site visit was Oct 23, 2026. Check the notice and its amendments for whether attendance was required, and whether another visit is offered.
- Minor: Questions were due Oct 26, 2026. Check the amendments for the agency's answers.
- Minor: Top past performance rating needs 75 or more units. A past job counts as very relevant only if it involved 75 or more units or device points and was done in occupied buildings with drywall repair and painting; lack of past performance does not disqualify an offer.
- Minor: Delivery dates due within 7 working days after award. After award you must give the estimated material delivery date within 7 working days, then a milestone timeline within 14 business days.
- Minor: Schedule says '90 Calendar Year' but the PWS says 90 days. The delivery schedule lines read '90 Calendar Year' while the performance work statement says 90 days after material arrives; ask the contracting officer to confirm.
- Minor: Separate price for each building with labor and material breakout. Pricing must follow the CLIN structure, with each building priced on its own lines.

Full summary
What they want
- Furnish and install hard-wired R-410A refrigerant leak detectors in 186 dormitory bedrooms: Building 750 has 64 bedrooms, Building 751 has 72, and Building 768 has 50.
- Detectors must give audio and visual alarms at 1,000 ppm (parts per million), sit in a flush metal gang box (wall electrical box) 6 inches above the floor under the wall receptacle, and run on power from that receptacle.
- Use a licensed electrician under a licensed Master Electrician; give circuit isolation, lockout/tagout (locking power off before work) and occupant notification plans; seal wall openings with fire-rated sealants.
- Repair any drywall damage, finish it and paint to match the existing wall color; dispose of waste and recycle at the base.
- Work with the dormitory facility manager, who escorts the contractor inside rooms; give 48 hours notice before starting at each building.
- Give the Government delivery dates within 7 working days after award and a milestone timeline within 14 business days after award; start installing within 10 days after all material arrives and finish within 90 days after it arrives.
- Test the detectors with a Government representative present, train staff, and hand over maintenance and calibration instructions, with training 5 business days after acceptance.
- Give a 12-month guarantee on material, workmanship and labor, with a warranty letter for each building within 10 business days after acceptance.
- Contract type
- Firm-fixed-price (FFP): one set price per line, whatever the work ends up costing; commercial request for quote with 2 base lines and 4 option lines

- Estimated value
- Not stated
- How they'll choose
- Best value by performance price tradeoff (PPT): technical and past performance together are significantly more important than price. Quotes are ranked by price, checked for technical acceptability from the lowest price up until three are acceptable, then past performance of the three lowest-priced acceptable quotes is rated.
- Offers due
- November 2, 2026, 9:00 AM Central (from the version posted Oct 20, 2026; amended since)
- How to submit
- Signed and dated offers go to the issuing office, 19 CONS (FA4460), Little Rock AFB; the text read does not say whether by email or portal.

- Technical Evaluation/Capability, rated Acceptable or Unacceptable: (a) technical data for the detectors and gang boxes, (b) execution plan for conduit routing, drywall repair, painting and returning rooms to use
- Past Performance: recency (within 3 years), relevancy (scope, size, occupied-building environment) and quality, giving a confidence rating
What to include when you submit

- Price: complete blocks 12, 17a, and 30a, b and c of Standard Form 1449 (SF 1449, the commercial solicitation and contract form), or use your own document that matches the SF 1449 CLIN structure: base CLINs 0001 and 0002, option CLINs 0003 to 0006.
- Show a separate price for each building with a labor and material cost breakout, and round prices to the nearest cent.
- Show the expiration date of the offer and hold prices firm for at least 60 calendar days after the date offers are due.
- Technical: include technical data and manufacturer information for the R-410A leak detectors and gang boxes, and clearly mark any product offered as an equal item with its literature.
- Technical: include a brief execution plan covering conduit or raceway routing (for example MC cable) to limit drywall damage, drywall repair and painting, and returning each affected dorm room to use within three calendar days of starting drywall repair.
- Past performance: give up to 4 completed or current contracts from the past 3 years, Federal ones first, each with the project name and contract number, customer name and address, customer contact, dollar value, period of performance, work done and why it is relevant, and any performance the customer found unacceptable.
- Past performance: say who is prime and who is subcontractor, and include a letter from each subcontractor that will do major work agreeing to release its past performance to the prime.
