Does this include every contract award?

No. Agencies post award notices for many contracts over $25,000, but orders under existing contracts and some other awards aren't announced on SAM.gov. USAspending.gov has the full record of contract spending, though it can lag weeks behind.

Is the award value the full contract amount?

It's what the notice reports. For a single contract that's usually its total value. For an IDIQ or multiple-award contract it's often the ceiling shared by every awardee, which is far more than any one company will be paid.

How can I use contract awards to win work?

Winners are teaming and subcontracting prospects: contact them when an award matches what you do. Awards also show what an agency buys, what it pays and which offices buy it, and when the contract will come up again, so you can prepare for the recompete.
