You must have
- Active SAM registration

- No organizational conflict of interest with the Building 8100 construction, controls or installation contractors
Independent verification requires that the Commissioning Agent has no conflicting roles with the facility’s prime construction contractors.
- Experience as commissioning agent or owner's advocate on BSL-3, ABSL-3, BSL-4 and ABSL-4 biocontainment facilities
- Past performance with Federal Select Agent Program registration packages (42 CFR Part 73) and Tier 1 physical security checks
