The VA Technology Acquisition Center (Eatontown, NJ) posted a request for information on a future contract for the National Cemetery Administration's burial and memorial computer systems. The contractor would merge two older VA systems (BOSS-E and MBMS) into VA-EISS, an Army-built system VA acquired, then run it and retire the old ones. The later solicitation is forecast as a Service-Disabled Veteran-Owned Small Business set-aside on a GSA Multiple Award Schedule, with a 6-month base and two 12-month options, worked from the contractor's own facilities.
Watch out for
- SAM.gov set-aside field conflicts with the notice text. SAM.gov lists the set-aside as none, but the notice text says the requirement is an SDVOSB set-aside on GSA MAS, so only certified SDVOSBs on that schedule are likely to be able to bid.
forecasted to be released September 28, 2026, as an SDVOSB set aside on General Services Administration Multiple Award Schedule (GSA MAS), 54151S
- Only an RFI so far, and the forecast date keeps changing. No solicitation exists yet; earlier notice updates forecast the week of August 17, 2026, then first quarter FY27, then September 28, 2026, so the timing is unreliable.
The Memorials Integration Services and Innovation requirement is now forecasted to be a first quarter FY27 procurement.
- Response deadline fields conflict. SAM.gov shows no response deadline, while the RFI text sets one and the SAM.gov record has been reposted under a new number (previously 36C10B26Q0599), so check the current notice.
Responses are due no later than 2:00PM EST, July 14, 2026, via email to Sarah Kuna
- Large, round-the-clock IT program. The work is multi-team agile development plus 24x7x365 operations, security and a VA authority to operate, which needs many staff (Scrum teams of 6 to 10 dedicated people, system teams of 6 to 35) and is hard for a small firm to staff alone.
During the Base Period of Performance, the Contractor shall provide support for one (1) Scrum team supporting the VA-EISS product.
- Hard production deadline. The new merged system must be live and operationally ready by a fixed date, and the base period is only 6 months.
The Contractor shall achieve a VA-EISS production deployment and operational readiness by October 01, 2027.
- Subcontracting limit for a set-aside prime. If you team with larger or non-certified firms, no more than 50% of the amount paid may go to firms that are not certified SDVOSBs, which limits teaming.
will not pay more than 50% of the amount paid by the government to the prime
- Mixed technologies, including GIS. You need skills in Microsoft .NET/Blazor, Oracle and Java legacy systems, Ruby on Rails/React, Salesforce, and GIS, plus cloud and legacy client-server experience.
VA-EISS is developed using Microsoft technologies, including C#, .NET, and the Blazor framework
- Strict security rules and penalties. No Critical or High vulnerabilities may go to production, security events must be reported within minutes or hours, and data breaches carry liquidated damages.
The Contractor shall not promote any known Critical or High vulnerabilities (code or infrastructure) into production.
- Government gets unlimited data rights. VA takes unlimited rights to data and source code first produced under the contract, which matters if you plan to reuse your own tools.
The Government shall receive unlimited rights to data/intellectual property first produced and delivered in the performance of this contract
- RFI replies must be tightly scoped. Replies over 15 pages are not read past the limit and generic capability statements are rejected.
There is a page limitation for this RFI of 15 pages.

Current contractor
No incumbent is named. VA already runs BOSS-E and MBMS and bought the Army's EISS software and source code, so support contractors for those systems exist but are not identified.
