The U.S. Army Corps of Engineers, Honolulu District plans to solicit a design-bid-build construction contract to drill four new deep wells and move the pumps and motors above ground at Schofield Barracks, Oahu, Hawaii. It will be a firm-fixed-price award, open to all businesses, with an estimated 1,734 calendar days for the base period. Project size is estimated at $25M to $100M.
Watch out for
- Very large project. A $25M-$100M deep-well construction job with a bonding evaluation factor is a stretch for most small businesses without teaming or strong bonding.
Project magnitude, in accordance with DFARS 236.204, is between $25M-$100M.
- Unrestricted, no small business set-aside. Small businesses compete against large firms, though a Small Business Participation Plan is scored.
The Government intends to solicit this requirement as unrestricted procurement.
- Project labor agreement clauses apply. FAR 52.222-33 and 52.222-34 apply, which can add labor requirements and cost.
FAR Provision 52.222-33 and FAR Clause 52.222-34 will apply to this requirement.
- Phased work on a live water system. Existing wells must stay online during construction, which limits scheduling and adds coordination risk.
Existing wells and pumps located below ground and are to remain on-line until new wells can manage peak demand
- Site visit planned. An organized site visit is expected in Hawaii, with the date still to be determined.
An organized site visit will be conducted at a date and time that is to be determined.
