The U.S. Army Corps of Engineers (Louisville District) is running a market survey (Sources Sought) to find out which firms could build a new regional storm water retention basin at Detroit Arsenal in Warren, Michigan. The future job would be a design-bid-build construction contract awarded by Invitation for Bid, with an expected cost of $7.5M to $8.5M. Responses are due 10/13/2026 by email and the Government will use them to decide any future set-aside; this is not a request for proposals.
Watch out for
- Sources sought only; not a solicitation. Responding does not secure any work, and you must respond again to the future solicitation, so use this mainly to get on the Government's radar and to influence the set-aside decision.
All interested sources must respond to future solicitation announcements
- Large, experience-heavy project. At $7.5M to $8.5M, with 20,000+ cubic yards of earthwork, large-diameter pipe and contaminated soil, small firms without similar prime experience may be screened out of the set-aside decision.
Example projects must be of similar size and scope.
- Possible PFAS-contaminated soil. About 21,500 cubic yards of excavated material may have to go to a Michigan certified landfill, which adds environmental, hauling and disposal cost and risk.

- Strict 8-page narrative limit. Extra attachments such as brochures or resumes will not be reviewed, so the three project write-ups must be concise and complete.
