AI summary Beta
The U.S. Army Corps of Engineers Chicago District plans a small-business-only multiple-award IDIQ (indefinite delivery, indefinite quantity) contract for various small construction projects in Illinois and Indiana, mostly water, sewer and related work. Each contract has a two-year ordering period, and all contracts combined are capped at $25,000,000. This is a presolicitation: the actual solicitation is not out yet.
Watch out for
- Multiple-award IDIQ with task order competition. Winning a contract only gets you on the list; work comes from task orders you may have to compete for, and the value is not guaranteed.
The maximum dollar aggregate value for all contracts, combined, will not exceed $25,000,000.00.
- Limitation on subcontracting. You must self-perform at least 15 percent of the cost excluding materials, so you cannot just pass all the work to subs.
Per FAR 52.219-14, the small business concern will be required to perform at least 15 percent of the cost of the contract
- Broad mix of specialized construction. Pipelines, pump stations, treatment plant rehabilitation and SCADA all fall under one contract, so a bidder may need multiple trades or subs.
- No date set yet. The response deadline is not given and the solicitation was only expected later in fiscal year 2024, so you must watch for it.
Solicitation documents will be available during the fourth quarter of fiscal year 2024.
