No proposals are being requested or accepted with this announcement. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. NO SOLICITATION, SPECIFICATIONS OR DRAWINGS ARE AVAILABLE AT THIS TIME. 1. AGENCY: United States Army Corps of Engineers (USACE) Latin America and Caribbean District (SAA) 2. NAICS: 236220 - Commercial and Institutional Building Construction 3. PLACE OF PERFORMANCE: Peru 4. ACQUISITION INFORMATION: The U.S. Army Corps of Engineers (USACE), Latin America and Caribbean District (SAA), is issuing this Sources Sought announcement as a means of conducting market research to identify parties having an interest in and the resources to support a potential future design-build construction project at the Callao Naval Base, Lima, Peru. The result of this market research will contribute to determining the method of procurement. Estimated Magnitude of Construction: Between $25,000,000 and $50,000,000. Performance Period: 540 days after Notice to Proceed. Anticipated Award Date: Fiscal Year 2027 Quarter 3 Small Business Programs: In accordance with FAR 19.000(b)(1)(ii), the Procuring Contracting Officer (PCO) has elected not to apply FAR Part 19 (Small Business Programs) to this overseas procurement. Consequently, small business set-asides will not be utilized for this project in Peru. However, all responsible sources—including both U.S. concerns (large and small) and foreign entities—are encouraged to submit responses to this Sources Sought notice. 5. ANTICIPATED ACQUISITION STRATEGY: The acquisition strategy for this requirement will be determined based on the responses to this Sources Sought notice and other market research. The Government is considering several compliant acquisition pathways to ensure the successful delivery of this complex Design-Build project in Peru. All interested firms are strongly encouraged to submit a comprehensive capabilities statement, as the information received will be critical in determining the final method of procurement. The primary anticipated strategy is a Two-Phase Design-Build procurement under the authority of FAR Part 36.3. In this scenario, the Government would issue a public Phase 1 solicitation requesting offeror qualifications. Based on these qualifications, the Government would down-select the most highly qualified firms (typically no more than five) who would then be eligible to compete in Phase 2 and submit detailed technical and price proposals. However, based on the unique challenges of performing complex construction in Peru, the Government is also considering the following alternative strategies: Option 1: Limited Competition under FAR Part 6, Other Than Full and Open Competition. If market research reveals that only a very limited number of sources possess the unique combination of Design-Build expertise, mandatory Peruvian licensing (Registro Nacional de Proveedores - RNP), and demonstrated experience with specialized facilities (e.g., POL, medical, secure warehouses) in the local market, the Government may justify limiting competition. Option 2: Establishment of a Qualified Bidders List (QBL) under FAR Part 9.2. If the operational environment in Peru and the specialized nature of the requirement warrant it, the Government may decide to establish a formal Qualification Requirement. Under this authority, the Government would create a list of pre-qualified firms that demonstrate the essential standards for technical capability, financial stability, and in-country operational capacity. Future solicitations for this requirement would then be limited to firms on this established QBL. The Government’s final decision will be based on which strategy provides the best value and ensures a competitive environment among responsible and qualified contractors capable of meeting the demanding technical and logistical requirements of this project. 6. PROJECT DESCRIPTION: The contemplated scope consists of complete Design-Build services—including geotechnical verification, site preparation, civil works, architectural and engineering design after award, structural construction, mechanical/electrical/plumbing (MEP), specialized HVAC/fire suppression, Defense Base Act (DBA) insurance coverage, and Furniture, Fixtures, & Equipment (FF&E). Building 115 Clothing & Gear Warehouse High-density pallet storage, humidity and climate control, inventory distribution bays. Building 113 Customs Warehouse Secure bonded holding areas, host-nation customs inspection layout, physical security infrastructure. SOURCES SOUGHT: The purpose of this source sought is to gain knowledge of interest, capabilities and qualifications of contractors who have the capabilities to complete and perform contracts of this magnitude, and to address any questions, recommendations or concerns from Industry. The Government must ensure there is adequate competition among potential pool of responsible contractors. Prior Government contract work is not required for submitting a response under this Sources Sought announcement. The result of this market research will contribute to determining the method of procurement. 8. RESPONSES: The Capabilities Statement for this Sources Sought is not intended to be a Request for Proposal nor Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. It is to request statements regarding the company's ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein.
