The Air Force (409th Supply Chain Management Squadron, Robins AFB area) plans a five-year contract for depot-level overhaul of the C-5 Dual Powered Winch. The Government intends to negotiate with only one source, Thomas Instrument, Inc., because it says no one else has the needed technical data.
