Some details are in the notice's attachments, which this summary didn't read. Check the attachments on SAM.gov.
The Army Corps of Engineers (Louisville District) is asking a closed list of pre-selected contractors to price a fire alarm modernization at the Soo Lock in Sault Sainte Marie, Michigan. Only holders of the listed MATOC design/build contracts (W912P523D0001 through W912P523D0007) can bid. The target ceiling is $4,000,000.
Watch out for
- Closed to MATOC holders only. Only the named contractors on the listed MATOC contracts can bid, so a small business not on that list cannot compete directly (teaming or subcontracting to a MATOC holder may be the only way in).
This RFP is for the MATOC Contractors identified only in W912P523D0001 through W912P523D0007.
- Bonds required. You must get payment and performance bonds quickly after award, and the notice to proceed waits until they are approved.
The Notice to Proceed will be issued after receipt and approval of the bonds.
- Award without negotiations. The government may award on the first proposals received, so your first offer must be your best price.
The Government intends to evaluate proposals and award a contract without negotiations with offerors.
- Conflicting due dates. The notice text gives a due date in September while the posted deadline is October 30, so confirm the real deadline with the contracting office.
Proposals are due no later than 11:00 AM ET on 10 September 2026.
- Restricted solicitation documents. Drawings and specifications are only released after the government verifies your SAM registration.
