The VA Enterprise Procurement Office wants a single national contract for Medtronic Stealthstation S8 image-guided surgical navigation systems (or an equal) and related accessories, software and O-arm items, delivered to VA medical centers across the U.S. and overseas. It is a fixed-price requirements contract for 1 base year plus 4 option years, set aside for service-disabled veteran-owned small businesses. Proposals are due November 5, 2026 by email.
Watch out for
- OEM authorization letter is a gate. Unless you are the manufacturer, you need a fresh letter from Medtronic (or the maker of the equal product) naming you an authorized reseller, and without it your proposal is ineligible.
OEM letter must be submitted with proposal.
- Must meet every salient characteristic. A brand-name-or-equal buy tied to the Medtronic Stealthstation S8 with 79 line items means an equal product that misses any one characteristic is thrown out.
All the minimum salient characteristics listed in the solicitation must be met to be considered eligible for award.
- Fee, reports and free services reduce margin. A 3% SLA fee must be built into every price and remitted quarterly, with sales reports every month and quarter.
This SLA Fee shall be imbedded in the awarded contract/agreement price(s)
- Included installation and training. Installation, setup, clinical and biomedical engineer training and data integration are bundled into the price and done by manufacturer-trained staff.
At no additional cost, and as configured at the time of acquisition, Customer will be
- Health data and VA security duties. Protected health information may be handled, so a Business Associate Agreement and VA information-security rules apply, including reporting suspected incidents within one hour.
The Contractor will adhere to the requirements set forth within the BAA
- Late delivery damages. You owe $37.50 per calendar day for late delivery, though delivery dates are only set in individual orders.
liquidated damages of $37.50 per calendar day of delay
- No guaranteed volume. Quantities are estimates only, so sales depend on VA medical centers placing orders.
The Government does not guarantee any volume of purchases through a contract.
- Email submission with strict format rules. Proposals go by email in four separate files with no zips or hyperlinks, and late or non-compliant pages may not be evaluated.
Do not compress (zip) Proposal files.
