The Air Force (Hill, Robins and Tinker Air Force Base supply chain squadrons) is running a sources sought and market research effort for aircraft, engine, radar and missile-system parts. The attached quad-chart decks (about 176 pages for the full deck) list well over 100 parts, mostly for C-5, B-52, B-1, T-38, F-16, F108 engine, Minuteman III and ground radar equipment. For each part the Air Force is looking for new alternate sources to repair, newly build or reverse engineer it. No contract or award is described yet.
Watch out for
- Not a solicitation. This is a market research notice, so nothing is awarded from it directly and there is no price, schedule or evaluation information to bid against.
Market research for a potential procurement source and/or
- Source approval is a heavy lift. Most repair and new-buy parts require a Source Approval Request package, a technical review that can take months and may be costly for a small business.
Deliverables: Source Approval Request (SAR) Package
- Reverse engineering with limited data. For several parts drawings and technical orders are marked not releasable or not available, so you would need engineering skills to rebuild a part from scratch and prove it.
Complete Technical Data Package, Prototype, 3D Modeling
- Demand and quantities are small or uncertain. Many parts show only a few units per year, and for the ALE-24 circuit cards the Air Force says there has been no demand for almost 5 years.
The military is aware of these issues and that is why we have not had any demand for these assets in
- Redesign needed for the radar antenna drive parts. The Air Force wants to move from brushed to brushless motors, which affects servo control cards, amplifiers and gearboxes at once, so single parts should not be redesigned in isolation.
this change will necessitate significant modifications to the current system, including the Servo Control cards and
- Dates and contacts are inconsistent. The notice deadline (2027-01-16) is a year after the 1/15/2026 date printed on the charts, and different parts use different email addresses, so confirm the current instructions with the Air Force before responding.

Full brief
What they want
- Alternate sources to repair parts (for example C-5 landing gear cylinders, pistons and struts, F-16 phase shifter driver, radar amplifiers and modulators)
- Alternate sources to make new-buy parts (for example C-5 aircraft floors, doors and panels, T-38 gears, radar and antenna-drive motors, brakes and servo parts)
- Reverse engineering of parts with no available source: B-52 windshields (nine), ALE-24 circuit cards, Minuteman III telephone repeater, F108 engine power management control
- For reverse engineering: a complete technical data package, prototype, 3D modeling data, specification control drawing, and testing and evaluation
- Market research responses from manufacturers for items like a B-1 hydraulic filter, ALQ-161A circuit card assembly and several AN/FRC-178 and AN/FPS-123 radar parts
- A white paper, capabilities statement or Source Approval Request package depending on the part
- Contract type
- Sources sought / market research. No contract type is stated; the charts mention possible new buy, repair, or reverse-engineering efforts.
- Place of performance
- Tinker AFB, OK per the notice. The charts cover work for Hill AFB (the charts say its shop is in Utah), Robins AFB and Tinker AFB supply chain squadrons.
- Offers due
- 2027-01-16 at 00:00 (UTC-06:00, Central) per the notice response deadline field; the charts themselves give no due date
- How to submit
- Email. The address depends on the part: 429SCMS.SASPO.Workflow@us.af.mil for white papers, capabilities statements and technical discussion RSVPs; AFSC.OL.SB@us.af.mil, randy.miller.22@us.af.mil or dlaavnsmallbus@dla.mil for Source Approval Requests
What to include when you submit
- Reverse engineering parts: email a white paper, and optionally RSVP for a technical discussion with company, address, names, emails, phone, questions for Engineering and a statement of capabilities
- Market research parts: email a capabilities statement
- Source Approval Request parts: email the listed address with your email address and the words request a drop off, then use the returned drop-off link to submit the SAR package
- Many SAR charts say to notify 429SCMS.SASPO.Workflow@us.af.mil within 45 days of your intent to submit a SAR package
- ALQ-161A circuit card assembly: capabilities statement only, no SAR package required
- Each part is on its own chart; respond to the chart for the part you want
You must have
- Source Approval Request (SAR) package approved by the Air Force for many alternate-source repair and new-buy parts
Interested vendors should submit a Source Approval Request (SAR) to
- Notify the Air Force within 45 days of deciding to submit a SAR package (stated on many SAR charts)
45 days of intent to submit SAR package.
- For reverse-engineering parts, ability to deliver a full technical data package, prototype, 3D model data, specification control drawing and testing
Complete Technical Data Package, Prototype, 3D Modeling
- No source approval needed for the ALQ-161A circuit card market research item
No Source Approval Request (SAR) Package required
Current contractor
No contractor is named. For the C-5 nose landing gear the charts say the Air Force's own Hill AFB repair shop does the work and is behind schedule. For the B-52 windshields they mention an unnamed main manufacturer that has been late on deliveries.
