This Draft Request for Proposal (RFP) is a Sources Sought Notice to identify General Contractors (GC) who are capable of completing the planned construction of the Cryomodule Repair and Maintenance Facility (CRMF) Cleanroom and Ultra-Pure Water (UPW) System to support the future repairs to the LCLS-II and LCLS-II-HE cryomodules. This is not a solicitation for proposal, and no award will be made from this Notice. SLAC intends to issue a formal solicitation later based on responses from this Source Sought Notice. The site for the Cleanroom install will be inside the new CRMF building and is located North of the existing Linac Sector 11, along the North Access Road, adjacent the Sector 10 Adit Road located at the SLAC National Accelerator Laboratory, 2575 Sand Hill Rd, Menlo Park, CA 94025. This project is directly funded by the DOE's Office of Science. The DRAFT RFP package attached consists of construction documents outlining the administrative and technical specifications and drawings pending approval by SLAC’s Building Inspection Office (BIO). The final documents will be used by construction subcontractors to assist in preparing a Firm Fixed Price Proposal. PLANNED SCOPE AND DESCRIPTION OF SERVICES Base Scope (Installation of Cleanroom) The project scope includes installation of a new clean room inside an existing building, known as the Cryomodule Repair and Maintenance Facility (CRMF) building. To accomplish this task, the following specific scope elements must be completed, with all deliverable items meeting requirements as defined in the SOW. The Subcontractor is to fabricate the cleanroom per the SLAC approved design package generated by an A&E firm. The design package and Building Inspection Office (BIO) stamped print package will be supplied to the awarded Subcontractor. Option 01 Scope (UPW System) The project optional scope includes installation of a new ultra-pure water (UPW) system next to the cleanroom inside the CRMF building. SLAC National Accelerator Laboratory is seeking to award a fixed-price, turn-key construction subcontract to an experienced and highly qualified and skilled GC, to install the new Cleanroom inside the existing building, known as the Cryomodule Repair and Maintenance Facility (CRMF). The GC is required to install the new Cleanroom as detailed within the Statement of Work, Specifications, and Drawings. The GC is required to adhere to the project schedule, as outlined within the Statement of Work (SOW), while working in conjunction with SLAC to deliver the utmost safety, quality, and meet or surpass the administrative and technical requirements detailed in the Statement of Work, Specifications, and Drawings. A turn-key Fixed Price construction subcontract will be awarded to the GC who provides the best value to SLAC based on the evaluation criteria. The GC will finalize construction by performing the testing and commissioning of all new systems working with CRMF and SLAC Operations teams for a completed facility. DRAFT REQUEST FOR PROPOSAL SLAC will use a single step Best Value Trade Off selection method to identify the GC who provides the best value to SLAC based on the evaluation criteria.
