- White paper cover page: BAA number, NAICS code, area of interest, technical and administrative points of contact, business type, CAGE code, subcontractors, small businesses and HBCU/MI participants, performance period, contract type, approximate cost, title
- White paper sections: abstract, introduction, technical approach and scientific merit, expected outcomes, qualifications, commercialization potential, cost estimate and period of performance
- Mark every document, white papers included, with "Source Selection Information - See FAR 2.101 and 3.104" and the CUI markings described in Section IV.A
- If invited, the technical proposal has a cover page, one-page executive summary, scientific and technical merit, viability, desirability and past performance, with no cost information in it
- If invited, the cost proposal needs a cost summary, accounting system approval, approved rates, work breakdown, subcontractor costs and the Proposal Adequacy Checklist (Attachment C)
- Proposal prices and terms must stay valid for 180 days; the BAA states no limit on how many white papers you may send
- Companies other than small businesses must include a Small Business Subcontracting Plan if proposed cost is over $900,000
