AI summary Beta
The Army Corps of Engineers Philadelphia District is doing market research (Sources Sought) for a design-build project at the FAA Technical Center in Egg Harbor Township, NJ. It would build a roughly 40,000 SF laboratory and a roughly 6,000 SF energetic materials lab for the Transportation Security Laboratory. The estimated size is $25 million to $75 million over 1,095 calendar days, with a solicitation expected April 2027.
Watch out for
- Very large, complex project. A $25M to $75M design-build laboratory job is a big risk for a small business without a strong team or large bonding capacity.
Estimated Magnitude of Construction: Between $25,000,000 and $75,000,000
- Blast-hardened labs and explosives work. Specialized labs must withstand detonations, which needs experienced designers and builders.
Specific laboratories within the DSTAR complex shall be blast hardened to withstand small quantity material detonations of up to 5 grams.
- Secure campus and classified areas. Includes SCIF areas and a federally secured site, so staff clearances and access processes will likely matter.
- Environmental permitting. The site is in the NJ Pinelands with strict stormwater and permit rules.
The project is located within the NJ Pinelands reserve.
- Possible unrestricted acquisition. The strategy is undecided and may be unrestricted, in which case small businesses compete with large firms and subcontracting plan percentages may apply.
