NAVFAC Mid-Atlantic is running a Sources Sought (market research, not a bid request) for a design-build Combat Water Survival Training Facility at Marine Corps Base Camp Lejeune, NC. The Navy wants to learn which small businesses could do a very large project (estimated $100M to $250M) and whether to set the future contract aside for small business. Responses are due 19 October 2026 at 2:00 PM Eastern.
Watch out for
- Very large project. The estimated magnitude is $100M to $250M and a relevant past project must be $60M or more, which is far above what most small businesses have completed.
The magnitude of construction for this project is between $100,000,000 and $250,000,000.
- Specialized aquatic experience required. Past projects need at least 10,000 square feet of water surface area, which narrows the field to firms that have built large pools.
New construction of an indoor aquatic facility, commercial/municipal swimming center, or specialized military combat training pool facility.
- Project Labor Agreement likely. The Navy cites the rule that large projects at or above $35M require a PLA unless an exception applies, which affects labor costs and who you can hire.
agencies shall require use of a PLA for contractors and subcontractors engaged in construction on the project
- Design-build and bonding. You would need an in-house or partner design team and enough surety bonding for a project of this size.
- Sources Sought only, no award. Responding costs time and does not guarantee a solicitation or a set-aside; the Government will not pay for the information.
THIS IS A SOURCES SOUGHT NOTICE ONLY.
