GSA's Public Buildings Service plans to hire a general contractor for a seismic retrofit of the Clemente Ruiz Nazario U.S. Courthouse in San Juan, Puerto Rico. The project is firm-fixed-price, worth $40 to $50 million, with about 46 months of work after notice to proceed. This is a pre-solicitation notice; the solicitation is expected around October 19, 2026.
Watch out for
- Very large bonding. A bid bond up to $3 million and 100 percent performance and payment bonds on a $40-50 million job are out of reach for most small businesses.
Upon contract award, both the Performance and Payment bonds will be required at 100% of the total contract value.
- Large, long project. The project is worth $40-50 million and lasts about 46 months, so a small business would need strong past performance on comparable work.
The total magnitude of this project at award is between $40,000,000 and $50,000,000.
- After-hours work in an occupied building. The courthouse stays operational, so most work happens after business hours under security rules, which raises cost and complexity.
the work will predominantly be executed after business hours
- Two-phase process. Preparing a Phase I qualifications package and then a Phase II strategy is a heavy proposal effort.
